HomeMy WebLinkAboutResolution No. 83910 0 RESOLUTION NO. 8391 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE SUBMITTAL OF AN APPLICATION, THE EXECUTION OF A STANDARD AGREEMENT AND ANY AMENDMENTS THERETO, AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE STATE EARTHQUAKE REHABILITATION ASSISTANCE PROGRAMS AND SECURE A COMMITMENT OF FUNDS FROM THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD), AND TO OPERATE PROGRAMS IN ACCORDANCE WITH THE GUIDELINES AS ESTABLISHED AND AMENDED FROM TIME TO TIME BY HCD Whereas, the City of Azusa, a California Municipal Corporation, organized and operated under the Constitution and laws of the State of California, is eligible to receive a commitment of funds and participate in the State Earthquake Rehabilitation Assistance Program (hereinafter referred to as "SERA"). Whereas, the California Department of Housing and Community Development (hereinafter referred to as the "Department") is authorized to provide financial assistance for the purpose of rehabilitating residential structures damaged or destroyed in the October 1, 1987 Los Angeles -Whittier Narrows Earthquake and subsequent aftershocks. Whereas, the City of Azusa wishes to obtain from the Department, a commitment of funds for the purpose of rehabilitating residential structures damaged or destroyed in the October 1, 1987 Los Angeles -Whittier Narrows Earthquake and subsequent aftershocks. NOW, THEREFORE, the City Council of the City of Azusa resolves that: Section 1. The City of Azusa shall submit to the Department an application for participation in SERA and to request a commitment of funds under the owner -occupant program and the rental housing program. Section 2. If the application is approved, the City of Azusa is hereby authorized to enter into a Standard Agreement with the Department for the purposes set forth in the loan application and approved by the Department. It also may enter into other agreements, documents or instruments necessary or required by the Department for participation in SERA. Section 3. The City of Azusa is further authorized to request amendments, including increases in fund commitments up to amounts approved by the Department and to execute any and all documents required by the Department to evidence and secure these amendments. Section 4. The City of Azusa authorizes Julio Fuentes, City Administrator, as authorized officer to execute in the name of the City of Azusa, the loan application, the Standard Agreement, and other documents necessary or required by the Department for the participation in SERA, and any amendments thereto. Please provide as Attachment 1, a description of your agency's rehabilitation program including types of assistance .(owner-occupxnt rental, loans, giants, etc.), length of operation, number of units rehabilitated, total funds disbursed, FY 1987-88 funding levels. Also indicate if your Agency contracts with any outside organizations for program operations. Please see attachment 1 1 0 0 E. Staffina. Include as Attachment 2 a brief su= any of the staffing for your rehabilitation program (including program loan and inspection staff), with a description of the numbers of persons at each level of responsibility, their responsibilities, and their experience in the area of rehabilitation programs. Please see attachment 2 S=ON II: DTCASTER 1NF1�F84ATION A. Assessment of Damage. Provide any statistics you may have describing the extent and severity of earthquake damage to housing units in your jurisdiction. Include, if possible, the number of housing units damaged or destroyed, and the number of notices to abate or vacate issued, by type of residential structure. No residential inspection requests were submitted to the City's Building Department. However funds are being requested for those who applied at the Disaster Relief Centers and could not receive adequate assistance. B. 'tenant Displacement/Relocation: Please indicate your agency's experience in providing relocation assistance to displaced households. No displacement has been necessary. C. Local Aaenov Action Plan. Please describe how your agency proposes to address the housing rehabilitation needs created by the earthquake (e.g., redirection of fluids, and staff, outreach and referrals to disaster victims, use of other funding sources). The city anticipates utilizing the current staff to continue with the administration of earthquake funds and to implement basically the same procedures and methods similar to state requirements. SEMON III: ADDITIONAL INFMWLTION A. Administrative Gran1+s. HCD may provide grant funds to local agencies for the cost of Packaging and administering loans under the Rental Program. Funds will be allocated according to local need and loan volume. Indicate if your agency will or will not x apply for Administrative Grant Funds. If applying,' include as Attachment 3 a description regarding the anticipated costs and the amount requested to assist your agency in administering the Rental Program. . B. Resolution from Governing Body. Submit as Attachment 4 a Board Resolution authorizing your Agency to submit the application for furxiing, to enter into a 2 I Standard Agreement, and to execute documents required to make loans under SERA. A sample resolution is attached for your use. If there is not sufficient time to get approval of the resolution from the governing body prior to submission of the application, please include a letter indicating when approval is expected. Current Rehabilitation Program The City of Azusa's current rehabilitation program offers assistance to owner/occupant low-income families, to complete eligible repairs to their home, including alleviating code violations and providing a more suitable living environment. 1. Types of Assistance -- Low-interest loans, rebates, deferred loans. 2. Length of Operation - Three (3) years. 3. Total Number of Units Rehabilitated - Since April, 1987. 16 residential units have been rehabilitated. 4. Total Funds Disbursed - Approximately $240,000. Contracting Agency - The City of Azusa contracts with the firm of Willdan Associates to conduct the Rehabilitation Program. Attachment 2 Staffing In coordination with the City Redevelopment Department, the City Planning Department, and the Department of Building and Safety, the City operates the rehabilitation program utilizing a Project Manager, Rehabilitation Coordinator, Building Inspector and Planning Director.
