A RESOULTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REVISING THE CLASS SPECIFICATIONS FOR THE
CLASSIFICATION OF ASSISTANT CITY ADMINISTRATOR.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The class specifications for Assistant
City Administrator is revised in its entirety in accordance with
Exhibit "A" attached and incorporated herein by reference.
ADOPTED AND APPROVED THIS 18th day of July, 1988.

I HEREBY CERTIFY that the foregoing resolution was
duly adopted by the City Council of the City of Azusa at a
regular meeting thereof on the 18th day of July, 1988, by the

Exhibit A
To assist the City Administrator in a variety of professional,
technical, analytical and administrative work relating to general
administration, municipal policies, organization, procedures and
services. Also, to plan, assign, supervise and participate in
the development, implementation and administration of the City's
human resources program; plan and oversee labor relations
programs and activities; plan and direct risk management program,
employee safety and worker's compensation programs.
SUPERVISION RECEIVED AND EXERCISED
Administrative direction is provided by the City Administrator.
Responsibilities include direct and indirect supervision of
professional, technical and clerical staff.
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Coordinate daily operation of the administrative services/human
resources operation.
Investigate, interpret, analyze and prepare reports and
recommendations in relation to proposals for new programs,
services, equipment and personnel.
Coordinate, maintain and supervise the administration of
effective personnel policies, practices, procedures; advising
management and employees in their interpretation when necessary.
Assist in preparing and monitoring the City/Redevelopment Agency
annual operating budget; assist in preparing and monitoring
capital improvement program; and prepare the annual department
budget.
Supervise and administer risk management, employee benefit plans,
recruitment and selection, employee training and employee
evaluation.
Investigate and prepare reports and recommendations on specific
requests and complaints pertaining to various governmental
activities; and confer with the public regarding policies and
programs.
Supervise, direct and participate in the negotiations process
with employee organizations as a member of the management team;

perform needed research, maintain records, and prepare, process
and implement memoranda of understanding as they relate to
personnel matters.
Develop and supervise the City's public relations program.
Develop and supervise the City's grant program.
Assist in the development and supervision of a long-term
financial planning program.
Participate in formulating, recommending and coordinating the
implementation of personnel policies, rules and practices.
Develop and monitor the City's advocacy program as it relates to
pending federal and state legislation.
Coordinate and monitor activities between the City
Administrator's Office and City departments.
Prepare reports, correspondence and policies as directed.
Represent the City in the community and at professional meetings
when assigned.
Provide assistance in the City's Redevelopment and Economic
Development Program when assigned.
Participate in special projects and perform other duties as
assigned.
When designated, serve as Acting City Administrator.
QUALIFICATIONS
Knowledge of:
Applicable federal, state, local laws, rules, ordinances,
policies and regulations pertaining to local government
operations and personnel administration.
Principles and practices of management and administration.
Principles and practices of personnel management/administration
in the context of local government.
Principles and practices of grant administration.
Principles of financial administration.
Principles and techniques of labor negotiations.
Principles of supervision.

Principles and practices of risk management.
Principles and practices of organization, administration and
budget.
Report writing methods and techniques.
Affirmative Action and Equal Opportunity guidelines and
requirements.
Ability to:
Analyze a variety of administrative problems and to make
sound policy and procedural recommendations.
Plan, organize and direct a variety of public personnel
policies and programs.
Coordinate activities and provide leadership.
Select, supervise, plan, assign and evaluate the work of
assigned staff.
Communicate clearly and concisely, orally and in writing.
Establish and maintain effective working relationships with
officials, employees and the general public.
Properly interpret and make decisions in accordance with
laws, regulations and policies.
Meet appropriate demands necessary for adequate job
performance.
Experience and Education
Experience and education that would likely provide the
required knowledge and abilities is required. A typical way
to obtain the knowledge and abilities would be:
Experience:
Minimum of four years of responsible experience in
municipal government, with at least two years of
experience at an executive management or mid -management
level.
Experience in the areas of general administration,
personnel management, employee relations, budget and
financial management is essential. Also, experience as
an Assistant City Administrator/Manager, Personnel
Director, Department Head, or Assistant to the City
Administrator would be preferable.

Education
A Bachelor's Degree from an accredited college or
university with a major in public administration,
business administration, political science, economics
or closely related field is required. A Master's
Degree is highly desirable.
License or Certificate
Possession of a valid California Driver's license.
