HomeMy WebLinkAboutResolution No. 84310 0 RESOLUTION NO. 8431 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR PRECISE PLAN OF DESIGN (P-88-35), 203 NORTH ASPAN (E.T. LEGG AND ASSOCIATES) WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for Precise Plan of Design (P- 88-35), 203 NORTH ASPAN (E.T. LEGG AND ASSOCIATES) (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 18 day of April, 1988, and the City Council of the City of Azusa on the 16 day of May, 1988, at which times evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the Project will have a significant adverse effect upon the environment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify to the adoption of this Resolution. ADOPTED AND APPROVED this 6th day of June , 1988. DISCUSSION OF ENVIRONMENTAL EVALUATION See Attached IV. MITIGATION MEASURES --- Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: 13 d&f. If approved, it is recommended that a 25 foot aisle be provided at the west end of the property to improve interior circulation and reduced traffic hazards on Aspan Avenue. 18. If approved, it is recommended that the buildings consist of concrete tilt -up construction consistent with neighboring industrial buildings. DETERMINATION (To be completed by Lead Agency) On the basis of this initial evaluation: I find the proposed project COULD NOT HAVE a significant effect on the environment, and a NEGATIVE DECARATION has been prepared and is attached. X_ I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required. Construction of the proposed industrial complex will be preceded ` by compaction of dirt on the existing vacant parcel. 2 a. Airborne dirt raised during construction will be required to be watered down to prevent fugitive dust. 3 b. Construction of buildings and surrounding parking areas may alter drainage patterns on site, but will be controlled through review of a drainage plan for the development. 6 a. A short-term increase in noise will be experience during construction on the site. 8 a. Proposed project will involve the construction of a 44,730 square foot multi -tenant industrial complex on a currently vacant parcel. 13 a. Additional traffic will be generated through the businesses which will occupy the proposed buildings. Existing streets are adequate to handle the increase in traffic volume. 13 d&f. Lack of interior circulation for the proposed project would force through traffic from one parking area to the other to utilize _crface streets. Additional unnecessary short trips on the surface streets could increase the potential for traffic hazards and accidents on this industrial street. 18.
