The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Jumper,
Malone, Owens, Strohmeier, Arnold, City
Attorney and City Clerk.
The minutes of the last regular meeting of
December 19, 1938 were written and mailed to
each member of the City Council and to the City
Attorney.
' Moved by Councilman Strohmeier, seconded by
Councilman Malone that the minutes be approved
as written.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
A communication from The Seagrave Corporation
relative to the front springs on the new truck,
was read and ordered placed on file.
A communication from A. J. Messier relative to
the Kate S. Vosburg Memorial Clinic, was read.
Moved by Councilman Malone, seconded by Council-
man Owens that the Mayor appoint a Committee of
three to interview the Los Angeles County Board
of Supervisors and Mr. Messier, Business Manager
for Dr. J. L. Pomeroy, relative to this matter,
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.

Mayor Arnold thereupon appointed Councilman
Jumper and Councilman Strohmeier to serve with
himself on this Committee.
A Resolution adopted by the Board of Supervisors
on December 20, 1938 declaring First Street
across Little Dalton Wash in the City of Azusa,
no longer a part of the County System of High-
ways, was read.
Moved by Councilman Strohmeier, seconded by
Councilman Malone that this Resolution be
placed on file.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
Moved by Councilman Strohmeier, seconded by
Councilman Owens that the City Clerk be in-
structed to write Richard Graves, Secretary for
the League of California Municipalities request-
ing he send the City of Azusa Six (6) copies of
the Model Tax Ordinance.

Councilman Owens offered an Ordinance entitled:
AN ORDINANCE OF THE CITY OF AZUSA GRANTING TO
SOUTHERN COUNTIES GAS COMPANY OF CALIFORNIA A
CORPORATION, THE RIGHT, PRIVILEGE AIM FRANCHISE
TO LAY AND USE PIPES AND APPURTENANCES FOR
TRANSMITTING AND DISTRIBUTING GAS FOR ANY AND
ALL PURPOSES UNDER, ALONG, ACROSS OR UPON THE
PUBLIC STREETS, WAYS, ALLEYS AND PLACES, AS THE
SAME NOW OR MAY HEREAFTER EXIST WITHIN SAID
MUNICIPALITY.

This Ordinance was then read.
JANUARY 3, 1939. 7:30 P. M.
Mayor Arnold publicly announced that this Franchise
was now pending and asked the audience if any
cared to be heard for or against this Ordinance.
No one responded and no protests were filed.
Moved by Councilman Strohmeier, seconded by
Councilman Malone that this Ordinance be adopted
as read and numbered Ordinance No. 341.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
Thereupon Mr. Mead, a representative of the
Southern Counties Gas Company offered the bond
required by Ordinance No. 341.
Moved by Councilman Strohmeier, seconded by
Councilman Malone that the City Council approve
and accept the Bond on behalf of the City of
Azusa and order(. same placed on file.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.

Mr. Mead offered a letter of acceptance of the Southern Counties
terms and conditions of Franchise Ordinance No. Gas Company letter
341 in behalf of the Southern Counties Gas of acceptance

Councilman Jumper that the letter be placed on

Councilman Strohmeier offered a Resolution
entitled:

AZUSA, LOS ANGELES COUNTY, CALIFORNIA, FIXING 1600 Adopted.
TIME OF PUBLIC HEARINGS TO BE HELD BY CITY
PLANNING COMMIS.S'ION AND BY THE CITY COUNCIL, ON
THE PROPOSED ZONING ORDINANCE, AND DIRECTING
PUBLICATION OF NOTICES THEREOF.
Moved by Councilman Jumper, seconded by Council-
man Owens that this Resolution be adopted as
read and numbered Resolution No. 1600.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
The Clerk announced that she had received eleven
' bids for the City's supply of Gasoline.
Moved by Councilman Strohmeier, seconded by
Councilman Owens that the bids be now opened,
examined and publicly declared.

Councilman Malone that the City Clerk be
instructed to notify The Standard Oil Company,
Shell Oil Company,.McMillan Products and Home
Oil Company that their bids did not meet with
the City's requirements and alien the bids are
made to meet these requirements they shall be
placed on file.

Building Inspector Fred Frye presented two
applications for Building Permits: James Ayon
and Mr. Smith at 627 Monte Vista Ave.
Moved by Councilman Strohmeier, seconded by
Councilman Malone that both applications be
referred to the Planning Commission to report
back.
Carried by the following vote of the Council:

Strohmeier, Arnold.

City Attorney Miller reported that he had
received a contract from the Santa Fe Railroad
Company covering right of the City to maintain
Sodium Vapor lamps at certain crossings.
Same was referred to the Board of Public Works
for checking before the Mayor is instructed to
sign.
Mr. Miller also reported that the Railroad
Commission had granted the City permission to
cross the Pacific Electric tracks at Vernon
Avenue, providing the City install a tract con-
tact wig wag at an approximate cost of 3,000
dollars. The matter is still before the Rail-
road Commission to obtain permission for a
trolley wig wag at less cost.
Moved by Councilman Owens, seconded by Council-
man Malone that the following requisitions be
allowed: 263 -264 -265 -266 -267 -268-269-270-271-
272-273-274-275-276-277-278-279-280-281-282.
Carried by the following vote of the Council:
Ayes: Councilmen: Jumper, Malone, Owens,
Strohmeier, Arnold.
Noes: None. Absent: None.
Moved by Councilman Owens, seconded by Council-
man Malone that the following bills be allowed
and warrants ordered drawn upon the Treasury
for the same.
