RESOLUTION NO. 8486
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING A NEW CLASSIFICATION OF BUILDING
OFFICIAL AND ESTABLISHING A SALARY THEREFOR.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The class specifications of Building Official
are hereby adopted in its entirety in accordance with Exhibit A
attached and incorporated herein by reference.
SECTION 2. The classification of Building Official is
considered Middle Management with a flat salary of $3,300 per
month.
ADOPTED AND APPROVED THIS 1st day of August, 1988.

I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular
meeting thereof on the 1st day of August, 1988, by the following
vote of the Council:

DEFINITION

Date Adopted:
To manage, supervise and coordinate the activities of the Building
Inspection Division including structural, electrical, plumbing and
mechanical inspection; to coordinate maintenance activities with other
City divisions and departments; and to provide staff assistance to the
Department Director.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the community Development Director.
Exercises direct supervision over technical and clerical staff.
EXAMPLES OF DUTIES - Duties may include, but are not limited to, the
following:
Direct and participate in the development and implementation of
goals, objectives, policies, and priorities related to the Building
Inspection Division.
Plan, organize, control, and evaluate the functions and activities of
the Building Inspection Division, including building and housing
inspections, electrical inspections, plumbing and mechanical
inspections and plan checking.
supervise and participate in plan checking and building inspection
activities; evaluate the need for and develop procedures, methods and
schedules.
Provide assistance to the City Council, Planning Commission, other
boards and commissions; participate in professional and public
meetings as required.
Oversee and direct Division office operations; maintain appropriate
records and files; coordinate work flow.
Perform field inspections; respond to inquiries and complaints by the
public; issue permits as necessary.
Prepare the Building Inspection Division budget; assist in budget
implementation; participate in the forecast of additional funds needed
for staffing, equipment, materials and supplies; administer the
approved budget.
Prepare reports, memoranda, letters and other forms of correspondence.
Recommend and draft building and related code changes.

Issue citations to property owners and contractors; appear in court to
testify as an expert witness.
Participate in recommending the appointment of personnel; provide or
coordinate staff training, work with employees to correct
deficiencies; implement discipline procedures; recommend employee
terminations.
Perform related duties as assigned.
QUALIFICATIONS
Knowledge of:
Principles and practices of the Uniform Building, Plumbing,
Mechanical, and Electrical Codes, and pertinent state and city
codes and ordinances.
Principles of structural design, engineering mathematics, and
building plan review.
Principles and practices of organization, administration, and
personnel management.
Modern office practices, procedures, methods and equipment.
Ability to:
Analyze, interpret and check complex plans, specifications,
calculations, laws and regulations.
Communicate clearly and concisely, both orally and in writing.
Plan, organize, direct, establish, and maintain cooperative
relations with City staff, and public and private organizations.
Supervise, train, and evaluate staff.
Establish and maintain effective working relationships with those
contacted in the course of work.
Prepare and administer a budget.
Experience and Traininq
Any combination of experience and training that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:
Experience:
Five years of increasingly responsible experience in the
inspection of public, commercial, industrial, or residential
buildings. Some supervisory experience is highly desirable.

Training:
Equivalent to the completion of the twelfth grade. An
Associate of Arts degree from an accredited college with
major work in architecture, engineering, mathematics or a
closely related field is desirable.
License or Certificate
Possession of, or ability to obtain an appropriate certificate
issued by the International Conference of Building Officials is
highly desirable.
Possession of, or ability to obtain, an appropriate, valid
California driver's license.
