HomeMy WebLinkAboutResolution No. 84790 RESOLUTION NO. 8479 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIORNIA, AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT REGARDING CITY MEASURES AND DIRECTING THE CITY ATTORNEY TO PREPARE IMPARTIAL ANALYSES. WHEREAS, a Special Municipal Election is to be held in the City of Azusa, California, on November 8, 1988, at which there will be submitted to the voters the following measures: PROPOSITION NO. : SHALL ORDINANCE NO. 2373 WHICH : PROVIDES FOR ESTABLISHING A TAX: : ON OFF-SITE, MULTI-USER HAZARDOUS WASTE FACILITIES IN : YES AN AMOUNT SET BY RESOLUTION OF : THE CITY COUNCIL OF UP TO TEN PERCENT (10%) OF GROSS RECEIPTS: BE APPROVED? NO PROPOSITION NO. SHALL ORDINANCE NO. 2374 WHICH : (1) INCREASES THE TAX ON SANI- : TARY LAND FILLS AND DISPOSAL FACILITIES FROM TWO PERCENT YES (2$) TO TEN PERCENT (10$), (2) INCREASES THE MINIMUM TAX FROM $35,000 TO $100,000 PER YEAR, AND (3) PROVIDES FOR A YEARLY NO INCREASE OF TAX IN THE AMOUNT OF THE PERCENTAGE INCREASE IN THE CONSUMER PRICE INDEX BE APPROVED? PROPOSITION NO. : SHALL ORDINANCE NO. 2375 WHICH : PROVIDES FOR AN INCREASE IN : THE TRANSIENT OCCUPANCY TAX ("HOTEL TAX") FROM SEVEN AND- : ONE-HALF PERCENT (7.5%) TO TEN : PERCENT (10$), BE APPROVED? YES NO 0 0 PROPOSITION NO. SHALL ORDINANCE NO. 2376, WHICH PROVIDES (1) AN ADDITION-: AL FLAT FEE FOR CERTAIN BUSINESS LICENSES, (2) A YEARLY INCREASE IN BUSINESS YES LICENSES AND CERTAIN TAXES BASED UPON THE GROWTH, AND (3) PROVIDES FOR THE DEPOSIT OF TAXES IN THE CITY'S NO GENERAL FUND, BE APPROVED? PROPOSITION NO. : SHALL ORDINANCE NO. 2377 : WHICH ESTABLISHES AN : ADMISSIONS TAX ON CERTAIN EVENTS AND PARKING IN THE SUM OF TEN PERCENT (10%) OF THE ADMISSION PRICE, BE APPROVED? YES NO PROPOSITION NO. SHALL ORDINANCE NO. 2378 WHICH PROVIDES FOR A YEARLY INCREASE OF TAXES FOR MINING, EXCAVATION, AND WOOD : YES PROCESSING, IN THE PERCENTAGE INCREASE OF THE CONSUMER PRICE INDEX, BE APPROVED? NO PROPOSITION NO. ADVISORY VOTE ONLY: : SHALL SAFE AND SANE FIREWORKS : BE PERMITTED WITHIN THE CITY : OF AZUSA FOR THE FOURTH OF : JULY HOLIDAY? YES NO - 2 - 0 0 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Council authorizes MAYOR EUGENE F. MOSES MAYOR PRO -TEM ANTHONY NARANJO COUNCILMAN BRUCE LATTA COUNCILWOMAN JENNIE AVILA COUNCILMAN HARRY STEMRICH members of that body, to file a written argument in favor of the City measures set forth in the recitals hereof in accordance with Article 4, Chapter 3, Division 5 of the Elections Code of the State of California and to change the arguments until and including the date fixed by the City Clerk after which no arguments for or against the City measures may be submitted to the City Clerk. SECTION 2. That the City Council directs the City Clerk to transmit copies of the measures to the City Attorney, unless the organization or salaries of the office of the City Attorney are affected. The City Attorney shall prepare an impartial analysis of the measures showing the effects of the measures on the existing laws and the operations of the measures. If the measures affect the organization or salaries of the Office of the City Attorney, the City Clerk shall prepare the impartial analyses. The impartial analyses shall be filed by the date set by the City Clerk for the filing of primary arguments. SECTION 3. That the City Clerk shall certify to the passage and adoption of this Resolution, shall enter the same in the book of original Resolutions of said City and shall make a minute of the passage and adoption thereof in the records in the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted.
