HomeMy WebLinkAboutResolution No. 85550 0 RESOLUTION NO. 8555 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RECLASSIFYING CERTAIN POSITIONS AND AMENDING RESOLUTION 8455 REGARDING THE EXECUTIVE AND MIDDLE MANAGEMENT WHEREAS, it has been determined necessary to reorganize the organizational structure of the City in order to maximize efficiency and assure attainment of goals; WHEREAS, as part of said reorganization, certain positions identified herein must be reclassified to effectuate the reorganization and to more appropriately reflect the duties currently performed by the incumbents; WHEREAS, the City Council has determined that the public interest, convenience and necessity require the reorganization and the reclassification of such positions NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Azusa as follows: SECTION 1. In accordance with the Personnel Rules, Section 3.8, the following positions shall be reclassified with appropriate title changes, where indicated, as identified below. The position of Assistant Director of Engineering and Public Works, presently a middle management position, shall be reclassified to the position of Director of Public Works, and shall be included as an executive management position. The position of Deputy City Engineer shall be reclassified upward to a middle management position with no change in title. The position of Business License Officer shall be reclassified upward to a middle management position with no change in title. The position of Senior Citizens Program Supervisor shall be reclassified upward to a middle management position with no change in title. SECTION 2. Class specifications for all reclassified positions shall be adopted in their entirety in accordance with Exhibits A, B, C, and D, attached hereto and incorporated herein by this reference. SECTION 3. The monthly salaries for each of the reclassified positions shall be established as follows: Director of Public Works $4,068.13 Deputy City Engineer $3,700.00 Business License Officer $2,222.39 Senior Citizens Program Supervisor $2,793.90 Additional benefits for each of these positions shall be granted in accordance with those presently granted for either the City's middle management or the executive management employee group. SECTION 4. All incumbents in the reclassified positions as identified above shall retain employment in their respective reclassified positions. SECTION 5. A new classification of Assistant City Librarian shall be established and made a part of middle management. The class specifications for this position shall be adopted in its entirety in accordance with Exhibit E, attached hereto and incorporated herein by this reference. The salary for this classification shall be $3,422 per month. 0 0 SECTION 6. All prior resolution and parts of resolutions in conflict with this Resolution are hereby rescinded. SECTION 7. All modifications, additions, and changes to the City's classification plan as set forth above shall become effective December 19, 1988. ADOPTED AND APPROVED THIS 19th day of December, 1988. SUPERVISION RECEIVED AND EXERCISED The Director of Public Works reports to the City Administrator, and directs the operation of the Public Works Department, which includes these functions: construction management and inspection, building repair and cleaning, street and sewer repair and maintenance, street sweeping, street painting and traffic signs, and equipment/vehicle maintenance and repair. EXAMPLES OF DUTIES Directs and coordinates all Public Works operations in the City. Advises on major engineering work in progress whether performed by City forces or private contractors. Plans long range projects and provides overall direction to the inspection of Public Works projects, the maintenance and construction of streets, sidewalks, and drainage structures. Assists in the preparation of and reviews plans, specifications, estimates, and contracts for major projects of Public Works, street construction and municipal structures. Administers and monitors City maintenance contracts. Advises other Municipal Officials on Public Works proposals. Directs and conducts studies and prepares reports on proposed improvements, maintenance, or changes in Public Works. Directs the keeping of accurate records, maps, field notes, and memoranda. Directs and performs research in regard to equipment and operations employed in Public Works. Advises on the acceptance of bids and the ordering of supplies and equipment. Prepares reports on the progress or completion of Public Works or maintenance. Represents the department at meetings, conferences and conventions. Trains and evaluates subordinate personnel; authorizes and or recommends the selection, promotion, training and discipline of division employees. Investigates and resolves the more difficult complaints from the public. QUALIFICATIONS Knowledge of: Materials, methods, practices and equipment used in street, grounds, vehicle, building, storm drain system, maintenance, construction and repair activities. Types and level of maintenance and repair activities generally performed in a Public Works field division maintenance program. Occupational hazards and standard safety precautions necessary in the work. Geography of the City, including the location of streets and drainage facilities. Practical elements of civil engineering as they relate to street and drainage maintenance and repair. Principles of organization, personnel management. Ability to: administration, budget and Plan, organize and implement a comprehensive program of Public Works construction, maintenance and repair work for street, drain, grounds and building facilities. Conduct studies, prepare comprehensive reports and determine cost effective ways for constructing and maintaining street and drainage, grounds and building facilities. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of supervisory experience in street maintenance and drainage systems repair, equipment, grounds and building construction. Education: Equivalent to completion of a Bachelor's Degree in business administration or closely related field, supplemented with specialized training in civil engineering and construction related subjects. Licenses: State of California Department of Food and Agriculture Qualified Applicator Certificate, Category B. Posession of a valid California Class 3 Driver's License. Page 3 of 3 0 0 date adopted: CITY OF AZUSA DEPUTY CITY ENGINEER (Exhibit B) Under administrative direction of the Director of Community Development, organizes, supervises, and participates in the conduct of the engineering division including planning, design, and investigation activities. DISTINGUISHING CHARACTERISTICS Performs top level office and field engineering. Involves the supervision of subordinate engineering personnel and functions as the City's primary engineer. Requires the exercise of independent judgment and initiative in scheduling, assigning, coordinating and review of work, and may perform the most complex engineering tasks. SUPERVISION RECEIVED AND EXERCISED Administrative direction is received by the Director of Community Development. This position is responsible for direct supervision over subordinate engineering personnel. EXAMPLE OF DUTIES - Duties may include, but are not limited to the following: Assigns, supervises, reviews, and evaluates the work of all subordinate engineering personnel. Planning and supervising municipal engineering activities including all phases of design, surveying, plan checking and inspection. Planning and reviewing transportation and traffic problems which require engineering solutions and recommendations. Assisting and advising the Department's technical and professional staff on problems related to the design and construction of public works systems. Preparing and reviewing engineering reports, budget estimates and proposed ordinances. Reviewing and signing plans for public works improvements and other projects. Develop comprehensive recommendations for management use. Assist in the supervision the construction management and contract administration of capital improvement projects and preparing plans and specifications for bidding various city projects. Assist in evaluating and recommending professional engineering consultants and contracts. Supervise and participate in the design and preparation of plans, specifications and cost estimates for public works projects including pumping stations, street, storm drain, water and sewer line, traffic signals, traffic control devices, street lighting systems, and related projects; research project design requirements; perform complex calculations and make estimates of time and material costs. Supervise the preparation and review of legal descriptions and drawing of maps for annexations, easements, leases, and property acquisitions by the City. Review of tract and parcel maps. Assist in preparing the division budget and in coordinating engineering activities with other divisions and City departments and with outside agencies. Act as technical advisor to the Director of Public Works, the Director of Community Development, and City Administrator on engineering, traffic, and capital improvement matters. Perform related duties as assigned. QUALIFICATIONS Rnowledae of: Principles and practices of engineering and administration as applied to the design and construction of public works facilities and technical inspection services. Principles and practices of personnel supervision and management. City engineering policies, procedures and applicable laws; sources of funding for capital improvements; county, state and Federal procedures; assessment districts. The provisions of the State Subdivision Map Act and Streets and Highway Code. Street and sidewalk maintenance, flood control, traffic engineering, surveying and plan review. Recent developments, current literature and sources of information in engineering and public works. Ability to: Effectively supervise and plan the activities of the engineering division in a manner conducive to full performance and high morale. Supervise, train and help evaluate subordinates. Review and check complex engineering designs, computations, plans and studies. Communicate clearly and concisely, orally and in writing. Schedule and program work on a long term basis. Experience and Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years professional civil engineering experience preferably with a municipality, including water engineering/planning and construction experience, as well as experience in supervising the work of others. Education: Equivalent to a Bachelor's Degree from an accredited college or university with major study in civil engineering. License or Certificate Registration as a civil engineer issued by the California State Board of Registration for professional engineers. Possession of a valid California Class 3 Driver's License. Page 3 of 3 0 0 Date Adopted: CITY OF AZUSA BUSINESS LICENSE OFFICER (Exhibit C) Under limited supervision, directs, coordinates, and performs work for the Business License Division in the processing and recording of business license applications, licenses and fees, and supervises clerical personnel. SUPERVISION RECEIVED AND EXERCISED Limited supervision is provided by the Finance Director, indirect supervision may be provided by the Community Development Director Provides direct supervision of subordinate clerical personnel. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: Enforce business license codes of the City. Interpret applicable City codes to the public. Develop and recommend changes in business license regulations and procedures. Draft ordinances, ballot issues, and resolutions as required. Receive and process new business license applications with other departments. Conduct field inspections of businesses; determine if business licenses are up-to-date and properly displayed. Check transient businesses such as delivery vehicles, solicitors, and contractors for proper business licenses. Review assessment newspapers and other sources to identify business activities that require compliance with City business license codes. Write reports, chronologies, and citation narratives; maintain files and records. File and follow-up claims for the City in small claims court; process necessary documents to prosecute violators of Business License Ordinance, consult with City Attorney; attend court hearings as witness. Receive and process key revenues and taxes including sales tax, admission tax, bed tax, extraction tax, and franchise fees such as cable TV, dumping and hazardous waste. Compile and analyze statistical data and other financial information for reports; prepare routine statistical and financial reports. Schedule and attend hearings for persons denied permits to operate certain businesses. Direct, coordinate, schedule and control the work of the Business License Division. Assign, supervise, review and evaluate the work of all clerical personnel in the Business License Division. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Applicable Business License, Tax and related municipal codes and ordinances. Modern office practices and procedures. Principles and practices of financial record keeping. Personnel principles and supervision practices. Ability to: Keep financial and statistical records. Respond to inquiries, complaints, and requests in a fair, tactful and firm manner. Work independently in the absence of supervision. Interpret and apply the Business License Code in a fair and efficient manner. Communicate clearly and concisely, orally and in writing. Maintain an effective and cooperative working relationship on the job. Understand and carry out oral and written instructions. Establish and maintain effective working relations with subordinates. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible experience in the maintenance of financial and other statistical records, preferably related to the processing of business licenses, taxes, and revenue and supervision of personnel Education: Equivalent to completion of the twelfth grade, supplemented by college level accounting or related courses. License or Certificate Possession of a valid California Class 3 Driver's License. Page 3 of 3 Date Adopted: CITY OF AZUSA SENIOR CITIZENS PROGRAM SUPERVISOR (Exhibit D) Under administrative direction of the Director of Community Services and the Assistant Director of Community Services, plans, organizes, supervises and evaluates the City's Senior Citizen programs and the City's transportation program. SUPERVISION RECEIVED AND EXERCISED Administrative direction is provided by the Community Services Director and the Assistant Director of Community Services. Responsibilities include direct and indirect supervision of subordinate staff, part-time workers and volunteers. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: Plan, promote, coordinate, implement and evaluate senior citizens programs operated with Area Agency on Aging grant funds. Supervise and coordinate the operation of a senior citizens nutrition site. Supervise and coordinate the City's fixed -route and demand - response transportation program. Gather information from and coordinate activities with the grant funding agencies and other senior citizens programs by attending meetings and studying written information. Coordinate the menu planning and USDA food ordering processes. Explain and interpret senior citizen programs to community agencies and organizations, health and welfare agencies and to the general public. Recruit, supervise and maintain direct liaison with volunteer program staff to assure maximum satisfaction on the part of both the programs and the volunteers. Promote and publicize the program to the community and provide information to the senior community on assistance programs. Monitor and participate in negotiations for contract services and grant funds. Coordinate and schedule adult education classes, seminars, Health Fair, social activities, fund raisers and events. Prepare and administer the program budget. Establish and maintain adequate records and methods for systematic reporting of statistical data; prepare and maintain a variety of records and reports, including financial and statistical reports to funding agencies. EXAMPLES OF DUTIES Represent the City in the community and at professional meetings as required. Supervise, train and evaluate subordinates. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Principles and practices of administration, organization, and personnel management. Transportation management and operational concerns of the program. Procedures for implementing a variety of recreational activities and programs through community participation. Program content for specialized senior citizens activities. Personnel management principles, practices, and techniques including methods for employee selection, supervision, evaluation, and training. Recreational, cultural, and social needs of the senior citizen community in Azusa. Fiscal management principles. Ability to: Coordinate, organize, and implement nutrition, transportation, recreation and leisure time activities for senior citizens. Prepare and distribute publicity concerning new or on going program offerings. Select, train, supervise, and evaluate part-time employees and volunteers. Identify methods to maximize service effectiveness and efficiency. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Properly interpret and make decisions in accordance with laws, rules, and regulations. Supervise, train, and evaluate subordinates. Experience and Education To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A typical combination is: Experience: Three years of progressively responsible experience working in a program serving senior citizens including at least two years coordinating the activities of paid or volunteer staff. Education: Equivalent to a Bachelor's degree with major coursework in social sciences, gerontology, or sociology. License or Certificates: Possession of a valid California Class 3 Driver's License. Page 3 of 3 0 0 Date adopted: CITY OF AZUSA ASSISTANT CITY LIBRARIAN (Exhibit E) Under the administrative direction of the City Librarian, assists with the administration, organization and activities of the City Library; and assumes and performs related duties as required. SUPERVISION RECEIVED AND EXERCISED Administrative direction is provided by the City Librarian. Responsibilities include direct and indirect supervision of subordinate staff. EXAMPLES OF DUTIES Duties may include, but are not limited to, the following: Participate in the development of goals, objectives, policies and standards for the Library. Assist in organization and supervision of, and participates in inventory of library books and materials. Participate in the preparation and administration of the departmental budget; maintain accounts, balances and records of expenditure. In the absence of the City Librarian, represent the City and Library in the community and at professional meetings as required. Charges and discharges library materials. Select, supervise, train, and evaluate assigned staff. Assist patrons regarding library policies, procedures and directional information; conducts research of library materials in response to reference questions. Develop plans for the efficient and economical use of labor, equipment, and materials. Perform and supervise necessary technical works related to classifying and cataloging library books and materials. Perform related duties as assigned. Page 1 of 2 CITY OF AZUSA, ASSISTANT CITY LIBRARIAN QUALIFICATIONS Knowledge of: Modern library organization, objectives, services and their application. Library classification, circulation, distribution, cataloging, and reference techniques and practices. Principles and practices of organization, administration, budgeting, and personnel management. Ability to: Direct and coordinate the activities of the library in the absence of the City Librarian. Schedule and program work on a long-term and short-term basis. Communicate clearly and concisely, orally and in writing. Select, supervise, train and evaluate subordinates. Education and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible experience in a professional librarian's position, including one year in a supervisory position. Education: Graduation from an accredited college or university. A graduate degree in library science may be used to substitute for one year of experience. License or Certificates Possession of a valid California Class 3 Driver's License. Page 2 of 2
