HomeMy WebLinkAboutResolution No. 85290 0 RESOLUTION NO. 8529 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARATION FOR A ZONE CHANGE FROM M1 (LIGHT MANUFACTURING) TO R3a (MULTI- FAMILY RESIDENTIAL) FOR THE PROPERTY LOCATED AT 702 WEST GLADSTONE STREET (CASE NO. Z -88-3-C) THE CITY COUNCIL OF THE CITY OF AZUSA RESOLVES AS FOLLOWS: SECTION 1. The City Council of the City of Azusa finds, determines and declares as follows: A. An Initial Study of Environmental Impact and a Negative Declaration have been prepared for the zone change from M1 (Light Manufacturing) to R3a (Multi -family residential) for the property located at 702 West Gladstone Street (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines. B. A duly noticed public hearing was held by the Planning Commission for the City of Azusa on June 22, 1988, and the City Council of the City of Azusa on October 3, 1988, at which time evidence was heard on the proposed Project and the Negative Declaration. C. Prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process. D. The City Council of the City of Azusa hereby finds and determines that on the basis of the initial study and any comments received in the public review process, there is no substantial evidence that the Project will have a significant adverse effect upon the environment. SECTION 2. The City Council of the City of Azusa hereby certifies and approves the Negative Declaration of environmental impact for the Project which is attached hereto as Exhibit "A" and by this reference incorporated herein, and directs the City Clerk to file said Negative Declaration with the County Clerk of the County of Los Angeles. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. 0 0 PASSED, APPROVED AND ADOPTED this 24th day of October , 1988. Comments from the public on the projects may be made in writing to the Community Development Director or at the public hearings on the project. DISCUSSION OF ENVIRONMENTAL EVALUATION SEE ATTACHED MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None required. DETERMINATION (To be completed by Lead Agency) On the basis of this initial evaluation: Y I find the proposed project COULD NOT HAVE a significant effect on the environment, and a NEGATIVE DECARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required. Planned land use, as indicated by the Azusa General Plan, will remain the same. However, zoning will reflect differing land uses as follows: Site 1: from industrial uses to community facility uses. Site 2: from rural residential to low density single-family residential. Site 3: from light industrial to medium density residential. 8 b. Project will change existing zoning to bring properties into conformance with the Azusa General Plan. 12. Site 3 could be developed for eight (8) additional residential units upon rezoning to R3a. 13 a & b. Additional housing on Site 3 could cause increase in traffic and need for parking, although only minimally above demands of existing businesses on the property. Existing circulation systems are adequate to handle the projected increase. On-site parking will be required as part of any construction to meet the needs of residents and visitors to this parcel.
