RESOLUTION NO. 8528
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA DENYING A ZONE CHANGE FOR
THE PROPERTY LOCATED AT 215, 255, 285 and
295 SIERRA MADRE AVENUE FROM RA TO R1A
(CASE NO. Z -88-3-B)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find and determine that there was filed with the
Planning Commission the application (Case No. Z -88-3-B)
requesting a zone change to allow the construction of
single-family residential dwellings; that a duly noticed
public hearing was held on said application by the Planning
Commission on June 22, 1988, and that the Planning
Commission recommended to the City Council that the zone
change request be denied at that time; that the matter was
brought before the City Council on October 3, 1988.
SECTION 2. After due notice, and public hearing
held by the Council on October 3, 1988, and in consideration
of all oral and written evidence presented at said public
hearing the City Council finds that:
A. The subject property is located at 215, 255,
285 and 295 East Sierra Madre Avenue in the City of Azusa,
County of Los Angeles, and is located in the RA zone
(Residential Agriculture).
B. The public necessity, convenience, welfare and
good zoning practices justify denial of the zone change
request from RA to R1A (Single Family Residential), because:
1. The Rla zoning would encourage additional
residential development on these large parcels which would
be inconsistent with the rural nature of the subject
properties.
2. The proposed area of zone change is
already bordered by other single-family residential areas
which are zoned Rla.
3. There are concerns that the requested
zone change would increase the number of restrictions which
would be placed on keeping of animals on property.
C. In taking this action, the City Council
considered the effects of the decision on the housing needs
of the region in which the city is located and balanced
those needs against the public service needs of the City
residents and available fiscal and environmental resources.
SECTION 3. Based upon the findings set forth
above, the City Council of the City of Azusa hereby denies
the zone change request for the property on 215, 255, 285
and 295 East Sierra Madre Avenue.
SECTION 4. The City Clerk shall certify to the
adoption of this Resolution and shall mail by first class,
prepaid, United States mail a certified copy of this
Resolution to applicant to such address as is shown in its
respective application.

I Hereby certify that the foregoing Resolution was
duly adopted by the City of Azusa, at a regular meeting
thereof held on the day of October, 1988, by the
following vote of the Council:

NOES: COUNCILMEMBERS NONE
