A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA APPROVING AN AMENDMENT TO
THE LAND USE ELEMENT OF THE AZUSA GENERAL
PLAN FROM HIGH DENSITY RESIDENTIAL AND
GENERAL COMMERCIAL TO MEDIUM DENSITY
RESIDENTIAL FOR THE PROPERTIES IN THE
AREA BOUNDED BY FOOTHILL BOULEVARD,
PASADENA AVENUE, FIRST STREET AND SAN
GABRIEL AVENUE (AMENDMENT NO. GPA -88-4)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine, and declare that:
A. The General Plan Amendment which is the
subject of this Resolution was considered by the
Planning Commission of the City of Azusa at a duly
noticed public hearing held on November 23, 1988.
By Resolution No. 2678 the Planning Commission
recommended that the City Council amend the text of
Section III of the General Plan for the purpose of
bringing the Land Use Element into consistency with
the Azusa Municipal Code.
B. On January 3, 1989, the City Council of
the City of Azusa held a duly noticed public
hearing to determine whether the land use
designation of the properties located in the area
bounded by Foothill Boulevard, Pasadena Avenue,
First Street, and San Gabriel Avenue should be
amended in the General Plan from High Density
Residential to Medium Density Residential.
C. After public hearing and in consideration
of all the oral testimony and written evidence
presented at said public hearing, the City Council
finds that:
1. There is in effect a duly adopted
General Plan for the City of Azusa which
contains a Land Use Element designating all
property within the City for certain land
uses.
2. The subject property is located in
an area bounded by Foothill Boulevard on the
north, San Gabriel Avenue on the west, First
Street on the south, Pasadena Avenue on the
east, as shown on the map on file with the
City Clerk.
3. The adoption of an amendment
changing the land use designation of the
subject property from High Density Residential
and General Commercial to Medium Density
Residential is in the interest of the public
health, safety and welfare of the City and is

consistent with good zoning and planning
practices. The change in land use designation
will create rational land use patterns and
large areas of similar land uses and will
further avoid disorganized land use patterns
in the subject area.
4. The amendment to the General Plan is
internally consistent with the other elements
of the General Plan.
5. In taking this action, the City
Council considered the effect of the decision
on the housing needs of the region in which
the City is located and balanced those needs
of the region in which the City is located and
balanced those needs against the public
service needs of the City residents and
available fiscal and environmental resources.
SECTION 2. The City Council of the City of Azusa
does hereby amend the General Plan of the City of Azusa,
Land Use Element, by changing the land use designation for
the properties located in the area bounded by Foothill
Boulevard on the north, Pasadena Avenue on the east, First
Street on the south, and San Gabriel Avenue on the west from
"High Density Residential" and "General Commercial" to
"Medium Residential."
Section 3. The Director of Housing and Community
Development shall revise the Land Use Element of the General
Plan of the City of Azusa to reflect the changes in said
Element approved by this Resolution.
Section 4. The City Clerk shall certify the
adoption of this Resolution.
