RESOLUTION NO. 8615
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, CONSENTING TO THE ESTABLISHMENT OF PORTIONS
OF VINCENT AVENUE, ARROW HIGHWAY AND THE INTERSECTION OF
GLADSTONE STREET AT LARK ELLEN AVENUE/VERNON AVENUE
WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF
THE COUNTY OF LOS ANGELES.
WHEREAS, the Board of Supervisors did on February 28,
1989, duly adopt a Resolution declaring the portions of Vincent
Avenue from 200 feet north of Arrow Highway to 160 feet south of
Cypress Street, Arrow Highway from 400 feet west of Vincent
Avenue to 1,340 feet east of Vincent Avenue and the intersection
of Gladstone Street at Lark Ellen Avenue/Vernon Avenue and
intersecting streets appurtenant to the construction thereof,
within the City of Azusa, to be a part of the System of Highways
of the County of Los Angeles, as provided in Sections 1700 to
1704 inclusive of the Streets and Highways Code of the State of
California; and
WHEREAS, said Board of Supervisors by said Resolution
requested this Council to give its consent to allow the County of
Los Angeles to construct improvements and perform appurtenant
work on said portions of Vincent Avenue, Arrow Highway and the
intersection of Gladstone Street at Lark Ellen Avenue/Vernon
Avenue in the City of Azusa described above; and
WHEREAS, pursuant to Section 15063 of the State
Guidelines for Implementation of the California Environmental
Quality Act, the County of Los Angeles conducted an initial study
and prepared a Negative Declaration pursuant thereto.
NOW THEREFORE, the City Council of the City of Azusa
does resolve as follows:
SECTION 1. Consent to Inclusion in County Highway
System. This City Council does hereby consent to the
establishment of the portions of Vincent Avenue from 200 feet
north of Arrow Highway to 160 feet south of Cypress Street, Arrow
Highway from 400 feet west of Vincent Avenue to 1,340 feet east
of Vincent Avenue and the intersection of Gladstone Street at
Lark Ellen Avenue/Vernon Avenue and intersecting streets
appurtenant to the construction thereof, within the City of
Azusa, to be a part of the System of Highways of the County of
Los Angeles as provided in Sections 1700 to 1704 inclusive of the
Streets and Highways Code of the State of California. Said
consent is for the purpose of constructing improvements and
performing appurtenant work as may be necessary by the County of
Los Angeles.
SECTION 2. Approval of Negative Declaration. This
City Council does hereby approve the negative Declaration for
Vincent Avenue from Arrow Highway to Cypress Street dated July
11, 1985.
SECTION 3. Effect on Environment. This City Council
does hereby find that the project has no significant effect on
the environment.

SECTION 4. Finding of a Minor Nature. This City
Council does hereby find that pursuant to Government Code,
Section 65402 (b), the aforesaid improvements are for street
improvements of a minor nature and that, therefore, the
provisions of said Section requiring the submission to and report
upon said project by the City Planning Agency do not apply.
SECTION 5. That the Clerk of the City Council shall
certify to the adoption of this resolution and shall deliver two
certified copies thereof to the Los Angeles County Director of
Public Works.
