HomeMy WebLinkAboutResolution No. 86720 0 RESOLUTION NO. 8672 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CERTIFYING THE NEGATIVE DECLARA- TIONS FOR ZONE CHANGE CASE NO. Z-89-3 AND GENERAL PLAN AMENDMENT GPA -89-1 WHEREAS, an Initial Study of Environmental Impact and a Negative Declaration have been prepared for Zone Change Case No. Z-89-3 and General Plan Amendment GPA -89-1 (hereinafter "Project") in accordance with the provisions of the California Environmental Quality Act and the State CEQA Guidelines; WHEREAS, a duly -noticed public hearing was held by the Planning Commission for the City of Azusa on the 26th day of April, 1989, and the City Council of the City of Azusa on the 3rd day of July, 1989, at which time evidence was heard on the proposed Project and the Negative Declaration; WHEREAS, prior to approving the Project the City Council of the City of Azusa considered the Initial Study of Environmental Impact and the Negative Declaration together with any comments received during the public review process; WHEREAS, the City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the Project will have a significant adverse effect upon the environ- ment. Any potentially significant effects of the Project will be avoided by implementation of mitigation measures which have been made part of the Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AZUSA that the Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and determined that this Negative Declaration shall be filed with the County Clerk of the County of Los Angeles. The City Clerk shall certify the adoption of this Resolution. 1989. A zone change from Rlc (Single -Family Residential) to R2 (Two -Family Residential) and a general plan amendment from low-density residential to medium - density residential is requested. 11. Rezoning would increase density from seven (7) units per acre to twelve (12) units per acre for these parcels. 12. An additional five (5) dwelling units could be constructed under the proposed zoning. 13.a.&b. Additional residential construction would result in marginal increase in traffic and demand for parking. Existing circulation system is adequate to handle the projected increase. Current lack of on -street parking could be exacerbated by additional dwelling units.
