A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA CHANGING THE CLASSIFICATION TITLE OF DEPUTY
CITY ENGINEER TO CITY ENGINEER AND REVISING THE
SALARY THEREFOR.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The title of the classification of Deputy
City Engineer is hereby changed to the title of City Engineer in
accordance with Exhibit A attached and incorporated herein by
reference.
SECTION 2. The salary range for City Engineer shall be
established at a flat rate of $4,300 per month.
ADOPTED AND APPROVED THIS 5th day of June, 1989.

adopted by the City Council of the City of Azusa at a regular
meeting thereof on the 5th day of June, 1989, by the following

(Exhibit A)
Under administrative direction of the Director of Community
Development, organizes, supervises, and participates in the
conduct of the engineering division including planning, design,
and investigation activities.
DISTINGUISHING CHARACTERISTICS
Performs top level office and field engineering. Involves the
supervision of subordinate engineering personnel and functions as
the City's primary engineer. Requires the exercise of
independent judgment and initiative in scheduling, assigning,
coordinating and review of work, and may perform the most complex
engineering tasks.
SUPERVISION RECEIVED AND EXERCISED
Administrative direction is received by the Director of Community
Development.
This position is responsible for direct supervision over
subordinate engineering personnel.
EXAMPLE OF DUTIES - Duties may include, but are not limited to
the following:
Assigns, supervises, reviews, and evaluates the work of all
subordinate engineering personnel.
Planning and supervising municipal engineering activities
including all phases of design, surveying, plan checking and
inspection.
Planning and reviewing transportation and traffic problems which
require engineering solutions and recommendations.
Assisting and advising the Department's technical and
professional staff on problems related to the design and
construction of public works systems.
Preparing and reviewing engineering reports, budget estimates and
proposed ordinances.
Reviewing and signing plans for public works improvements and
other projects.
Develop comprehensive recommendations for management use.

Assist in the supervision and participate in the preparation of
the capital improvement budget, and the development of capital
improvement plans.
Assist in the supervision the construction management and
contract administration of capital improvement projects and
preparing plans and specifications for bidding various city
projects.
Assist in evaluating and recommending professional engineering
consultants and contracts.
Supervise and participate in the design and preparation of plans,
specifications and cost estimates for public works projects
including pumping stations, street, storm drain, water and sewer
line, traffic signals, traffic control devices, street lighting
systems, and related projects; research project design
requirements; perform complex calculations and make estimates of
time and material costs.
Supervise the preparation and review of legal descriptions and
drawing of maps for annexations, easements, leases, and property
acquisitions by the City.
Review of tract and parcel maps.
Assist in preparing the division budget and in coordinating
engineering activities with other divisions and City departments
and with outside agencies.
Act as technical advisor to the Director of Public Works, the
Director of Community Development, and City Administrator on
engineering, traffic, and capital improvement matters.
Perform related duties as assigned.
QUALIFICATIONS
Knowledge of:
Principles and practices of engineering and administration
as applied to the design and construction of public works
facilities and technical inspection services.
Principles and practices of personnel supervision and
management.
City engineering policies, procedures and applicable laws;
sources of funding for capital improvements; county, state
and Federal procedures; assessment districts.
Engineering principles of hydraulics, standard water and
sewer construction, and knowledge of materials, methods and

techniques used in the construction of public works and
utilities projects.
The provisions of the State Subdivision Map Act and Streets
and Highway Code.
Street and sidewalk maintenance, flood control, traffic
engineering, surveying and plan review.
Recent developments, current literature and sources of
information in engineering and public works.
Ability to:
Effectively supervise and plan the activities of the
engineering division in a manner conducive to full
performance and high morale.
Supervise, train and help evaluate subordinates.
Review and check complex engineering designs, computations,
plans and studies.
Communicate clearly and concisely, orally and in writing.
Schedule and program work on a long term basis.
Experience and Education:
Any combination of experience and education that would likely
provide the required knowledge and abilities is qualifying. A
typical way to obtain the knowledge and abilities would be:
Experience:
Five years professional civil engineering experience
preferably with a municipality, including water
engineering/planning and construction experience, as well as
experience in supervising the work of others.
Education:
Equivalent to a Bachelor's Degree from an accredited college
or university with major study in civil engineering.
License or Certificate
Registration as a civil engineer issued by the California
State Board of Registration for professional engineers.
Possession of a valid California Class 3 Driver's License.
