RESOLUTION NO. 8619
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
REVISING THE CLASSIFICATION SPECIFICATIONS OF OPERATIONS
ANALYST
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The class specifications of Operations
Analyst are hereby revised in its entirety in accordance with
Exhibit "A" attached and incorporated herein by reference.
ADOPTED AND APPROVED THIS 15th day of May, 1989.

I HEREBY CERTIFY that the foregoing resolution was duly

DEFINITION
To coordinate computerized data processing and to serve as
primary Computer operator; to train utility office employees in
the use of computer equipment and programs; and to perform
routine computer programming duties.
SUPERVISION RECEIVED AND EXERCISED
Direction is provided by the Consumer Service Manager.
Functional or technical supervision may be provided by other
management and professional positions.
Indirect supervision of data processing activities is provided to
other clerical, technical and professional staff.
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Oversee and participate in the operation of utility computers and
related equipment such as decollator, burster, mailing machine
and electronic hand-held meter reading equipment.
Oversee and participate in routine maintenance and data file
backup procedures.
Keep records and logs on computer use and operating problems.
Train staff in the use of the utility computer and of software
resources.
Implement schedules of repetitive production jobs to meet
schedules of users.
Assist users in solving problems related to their data on the
computer; suggest alternative methods of operations.
Determine necessary preventive and corrective equipment
maintenance; perform routine maintenance and cleaning of computer
hardware as necessary.
Recognize problems in hardware and software malfunctions; under
direction identify and take action to correct problems or call
appropriate contract services.
Modifications to existing application systems programs to meet
any system design changes.
Maintain and update files and manuals and tape library system.

Assist in the design and preparation of test data for proper
testing of computer programs and development of documentation for
new systems prior to implementation.
Assist in development and implementing data processing
objectives, policies and priorities.
Under supervision, sort, burst and decollate reports and hard
copy as required.
Perform entry-level programming, using fourth generation
language.
Assist in general clerical and accounting functions.
Perform related duties as assigned.
OUALIFICATIONS
Knowledge of:
Computer documentation procedures.
Operating systems commands and concepts.
Computer and peripheral equipment maintenance methods.
Basic principles of computer systems and procedures analysis
and design.
Basic principles and techniques of computer operation
programming, data processing and programming documentation.
Use, capability, characteristics and limitations of computers
and related equipment.
Basic record storage and handling techniques.
Ability to:
Understand and follow equipment and program instructions,
formats and documentation.
Read, interpret and apply technical manuals and
documentation.
Understand and apply data processing concepts.
Troubleshoot machines or program difficulties.
Identify, evaluate and solve basic program problems.
Schedule work and work within time limits and deadlines.
Communicate effectively with users, orally and in writing.

Keep accurate logs, records and reports.
Independently analyze data and develop logical solutions
related to data processing problems.
Work effectively and cooperatively with computer systems
users, department staff and contract service providers.
Experience and Education:
Any combination of experience and education that would likely
provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of experience performing clerical, accounting
or computer operator duties.
Education:
AA degree or equivalent to graduation from technical
school majoring in data processing and/or computer
programming.
Education may be substituted by four years of
increasingly responsible experience in data processing
or computer programming.
