RESOLUTION NO. 8729
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ESTABLISHING A NEW CLASSIFICATION OF PLAN-
NING TECHNICIAN AND ESTABLISHING A SALARY
THEREFOR; AND REVISING THE CLASS SPECIFICATIONS
FOR ASSISTANT CITY PLANNER/ASSOCIATE CITY PLANNER
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The classification specifications of Plan-
ning Technician are hereby adopted in its entirety in accordance
with Exhibit A attached and incorporated herein by reference.
SECTION 2. The classification of Planning Technician is
established at Range 165, $1,893.53 - $2,301.60 per month.
SECTION 3. The classificiation specifications of Assistant
City Planner/Associate City Planner are hereby amended in its
entirety in accordance with Exhibit B attached and incorporated
herein by reference.
ADOPTED AND APPROVED THIS 16th day of October, 1989.

PLANNING TECHNICIAN
(Exhibit A)
To provide technical staff support to planning staff; to perform
a variety of research, technical and related project and
administrative work in advance planning, current planning,
general plan review & economic development.
DISTINGUISHING CHARACTERISTICS
This is a technical position in the professional planning series.
work involves technical assignments which assist professional
planners in current and advance planning. Assignments require
application of basic planning principles, although no prior
experience is necessary but would be helpful. This position is
distinguished from the Assistant and Associate Planner classes in
that the work of the Planning Technician involves only technical
planning work without responsibility to make independent
professional judgments, decisions and recommendations, which are
reserved for the higher classes of the professional planning
series.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Senior Planner.
Exercises technical and functional supervision over clerical
staff and planning interns.
EXAMPLE OF DUTIES - Duties may include, but are not limited to,
the following:
Provide information and assistance to the general public on the
telephone and at the public counter; respond to questions and
interpret routine policies and procedures regarding the City's
planning & zoning functions.
Receive and assist in the processing of conditional use permits,
variance, precise plans of designs, zoning changes, general plan,
tentative map and annexation applications.
Assist in the field review, research, analysis and report
preparation for the Planning Commission and City Council.
Research, prepare and assemble a variety of materials for use in
the Planning Commission agenda.
Revise and maintain a variety of planning related maps including
zoning, radius and address maps.

Assist in the development of resolutions and ordinances relative
to planning and zoning.
Prepare graphic presentations for reports and studies.
Assist in conducting a variety of surveys and research projects
regarding land use, housing, redevelopment, economic development
and capital improvement.
Respond to and resolve routine citizen inquiries and complaints
regarding the City's planning function.
Participate in coordinating City planning activities with outside
departments.
QUALIFICATIONS
Knowledge of•
Basic principles and practices of urban planning.
Principles, methods and techniques of statistical and
analytical report preparation and presentation.
Principles, practices and methods of drafting graphic
presentation.
Current literature, information sources, and research
techniques in the field of urban planning.
Modern office practices, procedures, methods and equipment.
Ability to•
Learn laws underlying general plans, zoning and land
divisions.
Prepare graphic maps. charts and illustrations.
Analyze and compile technical and statistical information
and prepare reports.
Understand and carry out oral and written directions.
Communicate clearly and concisely, both orally and in
writing.
Establish and maintain effective working relationships with
those contacted in the course of work.,
Experience and Training
Any combination of experience and training that would likely
provide the required knowledge and abilities is qualifying.

Training•
Equivalent to the completion of twelfth grade
supplemented by college level course work in urban
planning or a closely related field. A Bachelor's
degree from an accredited college or university is
desirable.

ASSISTANT CITY PLANNER/
ASSOCIATE CITY PLANNER
(Exhibit B)
To perform professional level work in the field of current or
advanced planning and environmental analysis.
DISTINGUISHING CHARACTERISTICS
Assistant City Planner
This is the entry level class in the professional planning
series. Work involves the responsibility for assignments in the
fields of current or advanced planning which require the
application of fundamental planning principles and requiring
prior experience. Assignments are generally moderately difficult
in scope, but within the design and procedural framework
established by higher level employees; however, as experience is
acquired, the employee performs with increasing independence.
Assistant Planners are normally considered to be in a continuing
training status and as assigned responsibilities and breadth of
knowledge increase with experience, may reasonably expect their
positions to be reassigned to the next higher class of Associate
Planner.
Associate City Planner
This is the journey -level class in the professional planning
series. Positions in this class are flexibly staffed and are
normally filled by advancement from the lower class of Assistant
City Planner, or, when filled from the outside, require
substantial prior professional planning work experience. Work
involves responsibility for the application of professional
knowledge and skills to various municipal planning, zoning and
environmental problems. Responsibilities include the preparation
of specific reports and plans with opportunity for independent
judgment in planning work details and making technical
determinations. Work in this class is distinguished from that of
the Assistant City Planner class by the greater complexity of the
assignments received and by the greater independence with which
the incumbent is expected to operate.
SUPERVISION RECEIVED AND EXERCISED
Assistant CitV Planner
General supervision is provided by the Senior Planner. No
supervision is exercised.

Associate City Planner
Direction is provided by the Senior Planner. Responsibilities
may include functional supervision of subordinate staff
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Research, analyze, and interpret social, economic, population and
land use data and trends; prepare written reports on various
planning matters and the General Plan.
Analyze projects and prepare initial studies and Environmental
Documents Reports.
Compile information and make recommendations on special studies
and prepare complex planning reports.
Prepare general plan amendment studies.
Review development proposals and work with developers to reach
agreement on acceptable site plans; review building plans, parcel
maps, and subdivision proposals for conformance with appropriate
regulations, and prepare reports of recommendations for
conditions of approval.
Prepare staff reports and graphic displays and make presentations
to the Planning Commission or other committees, boards, or City
Council; act as secretary to the Planning Commission when
designated.
Assign routine drafting and related tasks to technical
subordinates; review completed work; and assist in the solution
of difficult problems.
Check commercial, industrial and residential development plans
for issuance of zone clearance; process permit applications.
Administer consultant contracts related to planning projects;
coordinate activities with other departments or divisions;
monitor, review, evaluate and revise project schedules; prepare
project progress reports.
Research and draft ordinances for review.
Confer with and advise architects, builders, attorneys,
contractors, engineers, and the general public regarding City
development policies and standards.
Perform related duties as assigned.

QUALIFICATIONS
Assistant City Planner
Knowledge of•

Analyze and compile technical and statistical information
and prepare reports.

qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience•
One year of responsible experience in urban planning.
Education
Equivalent to a bachelor's degree from an accredited
college or university with major work in urban or
regional planning, architecture, or a related field
considered useful in city planning.
Associate City Planner
In addition to the qualifications for Assistant City Planner:
Knowledge of•
Statuses related to general plans, zoning and land division.
Applicable environmental laws and regulations.

Perform complex professional planning work with a minimum of

Experience•
Two years of responsible experience in urban planning.
Education•
Equivalent to a bachelor's degree from an accredited
college or university with major work in urban or
regional planning, architecture, or a related field
considered useful in city planning
