HomeMy WebLinkAboutResolution No. 8719s RESOLUTION NO. 8719 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REVISING CIVIL SERVICE RULE 5.6.2. AND ADOPTING AND INCORPORATING POLICE OFFICER TRAINEE ACADEMY RECRUIT- MENT POLICY INTO THE RULES AND REGULATIONS OF THE CITY OF AZUSA. The City Council of the City of Azusa does hereby resolve as follows: SECTION 1. The final paragraph of Civil Service Rule 5.6.2 is included, and reads as follows: 5.6.2. Duration of Lists "Open -competitive and police academy recruitment lists created as the result of continuous examinations shall remain in effect for not more than one year after the last administration of the examination. Names placed on such lists shall be merged with any other already on a list in order of final scores. Names shall remain on the list for not more than one year." SECTION 2. The Police Officer Trainee Academy Re- cruitment Policy is adopted herein by reference, attached as Exhibit A, shall be incporated into the Civil Service Rules as Rule 5.11. SECTION 3. This resolution and the amendment to the Rules and Regulations of the City of Azusa designated herein are effective upon adoption of this resolution. e ADOPTED AND APPROVED THIS 2nd day of October, 1989 I MAYOR I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 2nd day of October, 1989, by the following vote of Council: AYES: COUNCILMEMBERS: AVILA, STEMRICH, LATTA, DIOSES NOES: COUNCILMEMBERS: NONE ABSENT.:. COUNCILMEMBERS: NARANJO ,CITY CLERK POLICE OFFICER TRAINEE ACADEMY RECRUITMENT POLICY EXHIBIT A I. PURPOSE It is the policy of the City of Azusa to provide equal opportunity to all persons and to ensure that all position vacancies are filled with qualified, competent persons who are well suited to perform in the position for which they are employed. Accordingly, the City has determined that recruitment for a Police Officer Trainee classification from a POST certified academy would effectively achieve both objectives. II. GENERAL PROVISIONS 1. City will engage POST certified academy for purposes of: a. Administering suitable tests to allow entry into academy and provide list of qualified candidates for oral examination by the City. 2. Dual Recruitment Procedures as outlined in Civil Service Rule 5.6.2. 3. Academy tuition costs and required equipment cost will be paid by the City for any candidate hired from the academy. This includes reimbursement of tuition costs alread paid by the candidate. III. PROCEDURES 1. Police Officer Trainee vacancy(ies) exist. 2. Announcement of the vacancy shall be prepared by the Human Resources Department. 3. Announcements of vacancies would be noticed to POST certified academy. 4. Police Department staff member(s) would: a. Review pre -service candidates' files and select those to be interviewed based on: i. Examination scores as conducted by the academy; ii. Academy staff recommendations; iii. Personal qualities which meet minimum requirements of the city. Page 1 of 2 • CITY OF AZUSA, POLICE OFFICER TRAINEE ACADEMY RECRUITMENT POLICY b. Interview candidates. 5. Conduct required background investigation, psychological and physical examinations. 6. Department head through consultation with the Human Resources Department: a. Prepares eligibility list consisting of the names of candidates who qualified in the examination arranged in order of final scores from the highest to lowest qualifying score. 7. Personnel Board Chairman: a. Certifies employment eligibility list. S. City Council approves appointment of applicant as recommended by department head. 9. Appointment: a. Hired as Police Officer Trainee and completes remainder of police academy; b. Upon successful completion of academy, candidate's status changes from Trainee to Police officer. i. Must complete 12 -month probationary position. Page 2 of 2
