A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, STATE OF CALIFORNIA, ADOPTING
POLICIES IN ORDER TO PROMOTE HIGHER
QUALITY DEVELOPMENT
WHEREAS, the Planning Commission and the City Council have
expressed desire to upgrade development standards and improve
the quality of development, and
WHEREAS, the Planning Commission and the City Council have
met in a joint study session on March 27, 1989, which was duly
noticed as a public meeting, and
WHEREAS, the Planning Commission and the City Council in
said joint study session discussed the need for higher quality
development, and
WHEREAS, in order to encourage and promote orderly and high
quality development city policy is necessary, and
WHEREAS, the Planning Commission has reviewed and considered
such proposed city policy at their meeting of May 10, 1989, and
recommended adoption to the City Council on May 24, 1989,
NOW THEREFORE, the City Council of the City of Azusa hereby
resolves as follows:
SECTION 1: The following policies are hereby adopted:
A. Applications for development, including precise plans of
design, conditional use permits and variances, and including
patio covers, room additions and larger projects,shall be
accompanied by plans drawn to scale, of draftsman -like quality,
showing site plan and elevations.
B. All new development projects shall submit, with their
development applications, material boards of a maximum of 8 1/2"
x14" in size, depicting samples of colors and materials to be
used in the proposed developments.
C. All applications to be reviewed by the Planning
Commission shall be accompanied by an 8 1/2" x 11" clear acetate
reduction of the site plan and elevation, for presentation
purposes.
D. All new development shall be designed containing Spanish
or Mediterranean influence, and shall be finished in earth tone
colors. For purposes of definition, earth tones shall also
include whites and off-whites, as well as color schemes known as
Santa Fe or Miami, which utilize, among other colors, some pink,
peach, turquoise, mauve, and/or gray tones, or accent colors to
be determined as acceptable by the planning commission.
E. All new commercial development and new residential
development in excess of two (2) units shall have Spanish,
Mediterranean or Mission tile roof materials, except room
additions which must match existing materials.
F. Chain link fencing or barbed wire shall not be used in
new development. Decorative block walls or wrought iron shall be
the only fencing materials allowed. At the descretion of the
Planning Commission or City Council, those areas of industrial
property not subject to public view, may be considered for chain
link fencing. All storage areas shall be screened with decorative
block walls. Decorative block walls shall generally include split
faced or slumpstone block materials or equivalent as approved by
the Planning Commission.

G. All sides of proposed buildings visible from a public
street or right-of-way shall have architectural details and
design equivalent to the front facade.
H. All driveway entrances for commercial, industrial, or
multi -family residential projects shall consist of stamped
colored concrete paving or equivalent.

At least one
24 inch box specimen tree per
25 feet of
lineal
frontage , shall
be incorporated into the
landscaping
plan for
new commercial,
industrial and multi -family
projects.
J. In landscaping improvments for commercial, industrial,
and multi -family residential, the first 2,000 square feet
aggregate planter area where turf is proposed or required, sod
shall be installed. Sod or hydroseed will be accepted for
aggregate areas greater than 2,000 square feet.
K. All irrigation systems shall be fully automated.
L. All residential projects in excess of one unit shall
include automatic garage door openers.
M. The requirement for the installation of new sidewalks
where they are missing, shall be imposed as a condition of
approval for new construction of a magnitude of at least room
additions or garages, but not open patio covers or sheds, except
in areas where there are significant trees to be preserved or in
other special circumstances to be determined by the Planning
Commission.
SECTION 2: The City Clerk shall certify to the adoption of
this resolution.
PASSED, APPROVED, AND ADOPTED this 7th day of August ,1989.
I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the City Council of the City of Azusa at a regular
meeting thereof, held on the 7th day of August ,1989, by
the following vote of the Council:
