HomeMy WebLinkAboutResolution No. 87650 0 RESOLUTION NO. 8765 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AN AMENDMENT TO THE AZUSA GENERAL PLAN FOR THE PROPERTY GENERALLY LOCATED WITHIN THE AZUSA AVENUE AND SAN GABRIEL AVENUE CORRIDOR BETWEEN 2ND AND SIERRA MADRE (AMENDMENT NO. GPA - 88 -5) THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. The General Plan Amendment which is the subject of this Resolution was considered by the Planning Commission of the City of Azusa at a duly noticed public hearing held on January 25, 1989, continued to February 22, 1899 and further continued for additional study and public hearings completed on September 27, 1989. By its Resolution. No. 89-6, as amended by its Resolution 89-79 the Planning Commission recommended that the City Council amend the text of Section III of the General Plan for the purpose of bringing the Land Use Element into consistency with the Azusa Municipal Code. B. On April 17, 1989, continued until November 6, 1989 the City Council of the City of Azusa held a duly noticed public hearing to determine whether the land use desicnation of the following properties located within the Azusa Avenue and San Gabriel corridor ("Subject Properties"), more particularly described on Exhibit A hereto, should be amended in the General Plan as follows: elh/RES2949 11/20/89A 1. The east side of San Gabriel Avenue between Second Street and Fifth Street be changed from General Commercial to High Density Residential; (excepting therefrom the southeast corner of San Gabriel and Fifth Avenue which shall remain General - Commercial, Central Business District). 2. Both sides of San Gabriel Avenue between Fifth Street and Sixth Street be changed from Central Business District to High Density Residential; 3. The parcel at the southeast corner of Azusa Avenue and Sierra Madre Avenue from General Commercial to Low Density Residential; and 4. The General Commercial zoned parcels north of First Street along Alameda -1- elh/RES2949 11/20/89A 0 0 Avenue, Dalton Avenue and Soldano Avenue, with the exception of the southern half of the west side of Alameda Avenue, be changed from General Ccm:7erCial to Medium Density Residential; and 5. The General Commercial zoned parcels north of First Street along San Gabriel Avenue and Angeleno Avenue, with the exception of the parcel at the southeast corner of San Gabriel Avenue and Second Street, be changed from General Commercial to Low Density Residential. C. After public hearing and in consideration of all the oral testimony and written evidence Presented at said public hearing, the City Council finds that: 1. There is in effect a duly adooted General Plan for the City of Azusa which contains a Land Use Element designating all property within the Citv for certain land uses. 2. The Subject Property is located within the Azusa Avenue and San Gabriel Avenue corridor, and as further shown on a map on file with the Planning Commission (hereinafter "Subject Area"). The Subject Area is a mixed density residential and commercial area. 3. Under City Council direction, a zoning study of the Subject Area was undertaken for purposes of examining whether the Subject Area could or should be rezoned. The zoning study revealed the following with respect to the Subject Area: (a) A special plan should be developed for Azusa Avenue between Seccnd Street and Foothill Boulevard to analyze the downtown area in detail. The specific Dian would set development standards, necessary improvements and land uses for this area, and would give the City an effective tool in the effort to revitalize downtown Azusa. (b) The R1 parcels on Azusa Avenue north of Twelfth Street were analyzed, and the current zoning recommended to remain after it became apparent that these parcels could not be soffit into two lots under their present zoning. -2- 0 0 (c) The viability of the few commercially zoned parcels on San Gabriel Avenue south of _ifth St --,et were reviewed, and the R3-0 zone .;as considered to be more comoat_bie with the predominantly residential surroundings of the area. The R3-0 zone for other residential parcels on San Gabriel- A -venue between Fifth and Sixth Street was also analyzed and confirmed. (d) The zone change and general plan amendment would be a closer match between the land uses and zoning in this area of Azusa. Existing piecemeal zoning patterns would be removed, creating a more easiiv identifiable and understandable zoning scheme. 3. The imposition of the R3-0 zone would create higher development standards for the small lot R3 parcels in the study area, the negative affect of this change will be miticated by the adoption of a Wp process for nonconforming uses. 4. These zone changes will ultimately lead to better residential and commercial development along the Azusa Avenue and San Gabriel Avenue corridor. 5. The adoption of an amendment chaneinc the land use designation of the subject property to conform with the zone chances set forth in subsection B, supra, is in the interest of the public health, safety and welfare of the City and is consistent with good zoning and planning practices. The change in land use designation will create rational land use patterns and large areas or similar land uses and will further avoid disorganized land use patterns in the subject areas. 6. The amendment to the General Plan is internally consistent with the other elements of the General Plan. 7. In taking this action, the City Council considered the effect of the decision of the housing needs of the region in which the City is located and balanced those needs against the public service needs of the Citv residents and available fiscal and environmental resources.
