HomeMy WebLinkAboutResolution No. 8761RESOLUTION NO. 8761 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REVISING THE CLASS SPECIFICATIONS FOR THE CLASSIFICATION OF WATER UTILITY EQUIPMENT OPERATOR THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The classificiation specifications of Water Utility Equipment Operator are hereby amended in its entirety in accordance with Exhibit A attached and incorporated herein by reference. ADOPTED AND APPROVED THIS 20th day of November, 1989. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 20th day of November, 1989, by the following vote of the Council: AYES: COUNCILMEMBERS: AVILA, STEMRICH, NARANJO, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE adopted: 11-20-89 CITY OF AZUSA WATER UTILITY EQUIPMENT OPERATOR (Exhibit A) To operate heavy construction and maintenance equipment in performing utility excavating, grading, trenching, loading and related operations according to required standards; and to perform semi -skilled and skilled maintenance tasks. DISTINGUISHED CHARACTERISTICS This is a specialized job class. Positions in this class operate a variety of heavy equipment in the operation, construction and maintenance of water related and other facilities. Positions assigned to this class require the ability to work independently, exercising judgment and initiative. SUPERVISION RECEIVED AND EXERCISED General supervision is provided by a Water Utility Supervisor. Functional supervision is provided by the Water Utility Crew Supervisor. Responsibilities include the technical and functional supervision of utility maintenance personnel. EXAMPLES OF DUTIES - Duties may include, but are not limited to the following: Operate heavy construction equipment such as backhoe, roller, bulldozer, scraper, grader, gradall, and front-end loaders for a variety of construction and maintenance operations involving streets, sidewalks, street trees, curbs, gutters, water and sewer lines. May assist in directing the work of employees operating equipment on a training basis. Identify equipment needs for each assigned project. Perform minor repairs on equipment and report the need for major repairs. Perform additional construction and maintenance tasks such as concrete work, truck driving, asphalt rolling, and a variety of repair activities when equipment is not in use. Assist in locating utility lines and appurtenances. Respond to emergency situations. Page 1 of 3 WATER iTTILITY EQUIPMENT OPERATOR (continued) May stand a regularly scheduled stand-by watch. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Heavy and light construction and maintenance equipment. Methods, materials, practices and equipment generally used in the construction, maintenance, and repair of water distribution systems. Location and general characteristics of the City's water system. Occupational hazards and standard safety precautions necessary in the work. Principles and methods of plumbing and hydraulics as related to the work. Principles and practices of supervision, training, and performance evaluation. Ability to: Keep records and prepare reports. Operate a variety of heavy construction and maintenance equipment. Estimate costs and determine personnel and equipment needs. Understand and interpret engineering plans and work orders. Work effectively with employees and the general public. Work under emergency conditions. Lead, train, and evaluate subordinates. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of primary level work experience with construction and maintenance of water distribution systems. Page 2 of 3 WATER UTILITY EQUIPMENT OPERATOR (continued) Education: Equivalent to completion of the twelfth grade, supplemented by specialized training in construction and maintenance methods and practices. License or Certificate Possession of a California state Department of Health Water Treatment Grade II Certificate, or ability to obtain within one year after hire.
