The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Dickerson, Strohmeier, McIntire,Arnold, Carr, City Attorney and City Clerk. The minutes of the last regular meeting of February 7, the adjourned meeting of February 14 and ebruary 16, 1938 were read and approved as read. ' The Clerk announced that she had received six bids in answer to "Notice Calling for Sealed Bids on a Motor Patrol Grader". Moved by Councilman Arnold, seconded by Councilman Dickerson that the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None. Absent: None. J. D. ADAMS COMPANY Roll call. Minutes approved. A communication signed by Cornelius Smith, Secretary of the Planning Commission, relative to cutting the curb on Azusa Avenue, was read. Idoved by Councilman McIntire seconded by Councilman Strohmeier that tie recommendations of the Planning Commission be accepted and the work done under the supervision of the Street Superintendent according to the recommendations of the Planning Commission, and at the expense of Mr. Smythe. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None. Absent:, None. A communication from Owens-Vosburg Insurance Agency relative to the renewal of policy covering books in the Library, was read. Moved by Councilman Strohmeier, seconded by Councilman McIntire that the City Clerk be instructed to renew the policy with Owens- Vosburg Insurance Agency for a three year time, with expiration date on November 2nd. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None. Absent: None. A request, written by Mrs. Sloyer, to use the Auditorium on March 21, was read. Moved by Councilman Strohmeier, seconded by Councilman Arnold that this request be granted. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None, Absent: None. ' Notification of Liquor License application to the State Board of Equalization,•made by Carl J. Richter, was presented and no action taken. Moved by Councilman Dickerson, seconded by Councilman McIntire that the City Clerk be authorized and instructed to place an order with the Azusa Herald for a new form for pur- chase order blanks and to order stickers and files for same. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None, Absent: None. Councilman Arnold offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, CALLING A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON THE 12TH DAY OF APRIL, 1938, AND GIVING A GENERAL DESCRIPTION OF THE VOTING PRECINCTS AND LOCATION OF THE POLLING PLACES; FIXING THE TIME THE POLLS SHALL BE OPEN; ' APPOINTING THE ELECTION OFFICERS THEREFOR AND DIRECTING NOTICE TO BE GIVEN OF SUCH ELECTION AS REQUIRED BY LAW. Moved by Councilman Arnold, seconded by Councilman McIntire that this Resolution adopted as read and numbered Resolution 1553. McIntire contract 354 1 MINUTES OF THE CITY COUNCIL MEETING. 355 - FEBRUARY 21, 1938. 7:30 P. M. It was agreed that the City Clerk be instructed to write Mr. F. S. Hayden, in answer to his Report on fire request for fire protection at Citrus Union protection for High School and Junior College, giving him the Citrus Union High Information that it would be impossible for School. the City of Azusa Fire Department to give pro- tection at this location due to the fact -that a 3" main is installed there and fire author- ities state that it will be necessary to have an 8" or 10" main installed in order to pump sufficient water to give necessary protection. ' James Rogers, Jr. reported that the City has eleven miles of 2" water mains with 69 2" hydrants. Superintendent of Light and Water, Jack Pierce, suggested that the City build up reserve funds in order to rebuild the worst conditions on lines. He also reported on Sodium vapor Lamps of the Union Metal Company to be installed at the Santa Fe Crossing on San Gabriel Avenue and upon the energy rate for city lights. Moved by Councilman McIntire, seconded by City energy to be Councilman Dickerson that the Superintendent billed at .025 of Light and `rater be instructed to bill City per K. YJ. energy at .025 per K. Moved by Councilman Strohmeier, seconded by Motion to rescind Councilman Arnold that Resolution No. 1545 Resolution No. passed and adopted November 23, 1937, employ- 1545 appointing ing Harry S. Chester as Chief of Police, be H. S. Chester to ' rescinded. the office of Chief of Police failed to Chief Chester appeared before the Council carry. and demanded a reason for the action. Councilman Strohmeier requested Chief Chester to be seated until the Council were ready for him. Chief Chester again requested reason for the action. Councilman Strohmeier then stated that at the time Chief of Police Chester was appointed it was not a unanimous,vote; that there was less harmony in the department since Mr. Chester's appointment; that the Police Department had exceeded its budget by more than one thousand dollars and that Mr. Chester was the last man appointed also that there had been complaints. Councilman Dickerson asked what caused the lack of harmony in the police department. Chief Chester said he felt the action was a ' personal matter; that any discord in the department could be traced to one certain party; that it was merely a political move further a political campaign; that he had a right to protect his department and had instructed his men to take up matters with him and not members of the City Council. Councilman Dickerson asked Chief Chester if he referred to complaints from officers or the public. Chief Chester: "Either. Let them state who." Mayor Carr asked for a vote of Councilman Strohmeierts motion, given as follows: Ayes: Councilmen: Strohmeier, Arnold. Noes: Councilmen: Dickerson, McIntire,Carr. Absent: None. ' Councilman McIntire stated the following Councilman reasons for voting as he did: Inasmuch as McIntire's reasons. the City Council as a Whole agreed to accept the resignation of Councilman Chester and appoint him to the position of Chief of Police, with the understanding that he be given a fair and just trial in that office. There are my reasons for voting against this un- fair motion. Councilman Strohmeier stated his reasons for Councilman making the motion as follows: The Council as Strohmeier's a Whole did not have sufficient time to reasons. thoroughly consider the Resolution and at that time he knew nothing of the resignation of Chief of Police Blerhower or the resigna- tion of Councilman Chester for the purpose of being appointed Chief of Police until action was ready to be taken and he did know that the hall was heated for the meeting with- out his knowledge and the meeting postponed for the reason that Councilman Arnold was out of town. Moved by Councilman McIntire, that the phrase stated in Councilman Strohmeierts reason ' (What he knew or did not know) be stricken from the record. This motion was lost for want of a second. Moved by Councilman McIntire, seconded by Councilman Arnold that the sum of Five Hundred dollars be transferred from the Light Fund to the Special Park Improvement Fund to be avail- able for the beautification of City streets, subject to the approval of the Finance Committee. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, McIntire, Arnold, Carr. Noes: None. Absent: None. Moved by Councilman Arnold,'seconded by Councilman Dickerson that the City Council call upon the Planning Commission to recommend the proper procedure toward the beautification of the City through the expenditure of five hundred dollars appropriated for that purpose. Carried by the following vote of the Council: Ayes: Councilmen: Dickerson, Strohmeier, ' McIntire, Arnold, Carr. Noes: None, Absent: None. The Street Superintendent, when called upon to recommend a suitable grader, stated that the Rome Grader was not adaptable to City use because of poor visability from the cab and a chassis construction, which in his judgment would not stand up when the grader is used for the purpose of grading rock lands such as the City frequently encounters. Immediate delivery is necessary as the old grader is -out of service and the Allis Chalmers grader is the only grader offered'on a five day delivery. He therefore recommended the Allis Chalmers grader be purchased. Planning Commission to supervise the expenditure of $500 for City beautifi- cation. Moved by Councilman Strohmeier, seconded by Councilman Dickerson that the Allis Chalmers Allis Chalmers rader be purchased at a price not to exceed grader to be pur- 3500 plus Sales Tax, less 0745 trade-in chased at a price allowance on the old grader, of $2860.
