A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA APPROVING AN AMENDMENT TO
THE AZUSA GENERAL PLAN FOR PROPERTY
LOCATED AT 475 WEST SIERRA MADRE AVENUE
(APPLICANT: D&D DEVELOPMENT/JOHNNY
JOHNSON; GPA -89-2)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. The General Plan Amendment which is the
subject of this Resolution considered by the
Planning Commission of the City of Azusa at a duly
noticed public hearing held on August 16, 1989. By
Resolution No. 89-70, the Planning Commission
recommended that the City Council amend the Azusa
General Plan Land Use designation from Conservation
to Medium Density Residential for property located
at 475 East Sierra Madre Avenue.
B. On September 18, 1989, the City Council
of the City of Azusa held a duly noticed public
hearing to determine whether the land use
designation for property located at 475 West Sierra
Madre Avenue ("Subject Property"), more
particularly described on a map and legal
description on file with the City Clerk, should be
amended in the General Plan from Conservation to
Medium Density Residential.
C. After public hearing and in consideration
of all the oral testimony and written evidence
presented at said public hearing, the City Council
hereby finds, determines and declares that:
1. There is in effect a duly adopted
General Plan for the City of Azusa
which contains a Land Use Element
designating all property within the
City for certain land uses.
2. The Subject Property is located
within a Conservation Land Use
designation.
3. That the site of the Subject
Property is no longer needed for
water conservation purposes or open
space purposes, as no flood hazard
exists on this Property and
sufficient other areas exist for
water conservation and open space
purposes.
4. The proposed amendment would create
new housing opportunities, which are
clearly needed in the City of Azusa.

5. The general plan amendment to medium
density residential is justified by
good planning zoning practice and
the general welfare.
6. In taking this action, the City
Council has considered the effects
of the decision on the housing needs
of the region in which the City is
located and balanced those needs
against the public service needs of
the City residents and available
fiscal and environmental resources.
7. This General Plan Amendment for the
Subject Property is consistent with
the General Plan of the City of
Azusa and the elements thereof.
SECTION 2. Based upon the foregoing findings, the
City Counci of the City of Azusa does hereby amend the
General Plan of the City of Azusa, Land Use Element, by
changing the land use designation for the subject Property
to "Medium Density Residential" in conformance with
subsection B, supra.
SECTION 3. The Director of Community Development
shall revise the Land Use Element of the General Plan of the
City of Azusa to reflect the changes in said Element
approved by the Resolution.
SECTION 4. The City Clerk shall certify the
adoption of thi Resolution.
