HomeMy WebLinkAboutResolution No. 8794• 0 RESOLUTION NO- 8794 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING A NEW CLASSIFICATION OF PERSONNEL ANALYST AND ESTABLISHING A SALARY THEREFOR. THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The class specifications of Personnel Analyst are hereby adopted in its entirety in accordance with Exhibit A attached and incorporated herein by reference. SECTION 2. The classification of Personnel Analyst is established at Range 4192, $2,477.12 - $3,010.96 per month. ADOPTED AND APPROVED THIS 5th day of February, 1990 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 5th day of February, 1990, by the following vote of the Council: AYES: COUNCILMEMBERS: AVIL,y, BCH, NARANJO, LATTA, MOSES NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE CITY CLE K CITY OF AZUSA PERSONNEL ANALYST (Exhibit A) DEFINITION date adopted: 2-5-90 To perform technical and professional staff assistance in various aspects of work associated with Human Resources/Risk Management; conduct surveys, various studies and research projects; write a variety of reports requiring independent research, analysis and conclusion; and perform other related duties as assigned. SUPERVISION EXERCISED AND RECEIVED Direction is provided by the City Administrator's Department. Assignments may include direct and/or indirect supervision of clerical positions. EXAMPLES OF DUTIES - Duties may include, but are not limited to the following: Assist in the administration of the day-to-day operation and function of the City's personnel function. Assists in the administration of the city's Risk Management program including liability, worker's compensation property and various other insurance needs. Coordinate/assist in the development and logistical arrangements for written tests, oral interview exams, performance tests and other types of candidate evaluation methods. Administers tests and exams, scores tests and exams, and notifies candidates of their respective status during the various phases of the selection process; Prepare job announcements and classified advertisements and schedule for the appropriate media; Maintains the City's Affirmative Action plan and prepares the annual EEO -4 report. Assists in the administration of the city's Risk Management program including liability, worker's compensation property and various other insurance needs. Composes job specifications, routine reports and letters, and other routine documents related to Human Resources/Personnel activities; Participates in and conducts a variety of salary and employee compensation surveys; Responds to a variety of inquires and surveys related to Risk Management/Human Resource functions; Page 1 of 3 I I CITY OF AZUSA, PERSONNEL ANALYST (continued) Assists in the maintenance of Risk Management/Human Resource records; Prepares and maintains periodic reports pertaining to various federal and state requirements; prepares routine statistical reports; and completes year-to-date summaries; Assists in coordinating various activities associated with the Risk Management/Human Resource functions with other city departments and outside agencies. May attend meetings of the Personnel Board and make presentations or respond to questions regarding various personnel activities. QUALIFICATIONS Knowledge of: Federal and state laws, rules, and regulations regarding personnel administration including recruitment and selection, employee relations, Affirmative Action/Equal Employment laws and practices, Workers' Compensation, Unemployment Insurance, safety and current trends. Basic principles and practices of Human Resources/Personnel Administration. Basic methods and techniques applicable to research, report preparation and statistical analyses. Basic principles and practices of Workers' Compensation, Unemployment and various other insurance programs. Ability to Work cooperatively with executive and middle management employees, other employees, and co-workers. Communicate clearly and concisely, both orally and in writing. Analyse, interpret and report research findings. Plan, coordinate and organize work assignments in order to meet deadlines. Prepare and maintain accurate and complete reports and records. Education and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. Typical way to obtain the knowledge and abilities would be: Page 2 of 3 z I CITY OF AZUSA, PERSONNEL ANALYST (continued) Education: Equivalent to a bachelor's degree from an accredited college or university with a major in public, personnel, or business administration, or a related field. A master's degree is desirable. Experience Two years' direct or indirect experience in all phases of a public personnel/human resource program and risk management. License Possession of a valid Class 3 California driver's license. Page 3 of 3
