HomeMy WebLinkAboutResolution No. 8868E RESOLUTION NO. 8868 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REVISING THE CLASS SPECIFICATIONS FOR THE CLASSIFICATION OF ELECTRIC OPERATIONS SUPERINTENDENT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The classificiation specifications of Electric Operations Superintendent are hereby amended in its entirety in accordance with Exhibit A attached and incorporated herein by reference. ADOPTED AND APPROVED THIS 18th day of June, 1990. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 18th day of June, 1990, by the following vote of the Council: AYES: COUNCILMEMBERS: DANGLEIS, STEMRICH, NARANJO, ALEXANDER, MOSES NOES: COUNCILMEMBERS: NONE ABSENTA COUNCILMEMBERS: NONE CLERK 0 0 Adopted 6-18-90 CITY OF AZUSA ELECTRIC OPERATIONS SUPERINTENDENT (Exhibit A) Under general direction of Director of Utilities, to plan, organize and supervise the construction, maintenance and operation of the electric utility division of the Azusa Light and Water Department. EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: Organize, schedule, assign, supervise and coordinate the work of crews and employees in the construction, maintenance and repair of the electric distribution system. Assist in the development and implementation of goals, objectives, policies and priorities of the Department. Review project plans and drawings with crew supervisor, making change recommendations based on field observations and operations problems; inspect field projects in progress and upon completion; provide technical advice and assistance on difficult work problems; evaluate work methods and procedures used in the field operations and implement improvements accordingly. Establish maintenance program and direct subordinates for timely implementation and monitor records for the same. Coordinate any Joint Pole Authority actions with all concerned outside agencies. Establish and carry out safety program and coordinate in the training of subordinates. Maintain project and general operating records, and prepare reports as required. Prepare work orders, material estimation and direct the procurement of materials. Prepare billing information for jobs to be paid for by developer or contractor. Prepare and administrate Division or contractor. Prepare and administrate Division budget. Allocate and direct Division resources in the event of emergency or disaster. Coordinate with other agencies, utilities, or City departments to carry out utility -related activities in the most logical and efficient manner. Keep abreast of new development in equipment, material and techniques applicable to utility operation, and recommend for implementation when appropriate. Serve as acting Director of Utilities as required. Perform related duties as assigned. QUALIFICATIONS Knowledge of: Approved methods, materials and tools used in electric distribution system and substation construction, maintenance and repair work. Principles of electric theory applied to electrical circuits and wiring systems, and ability to apply this knowledge to work problems. Occupational hazards and standard safety precautions necessary in the work. Applicable regulatory codes and regulations affecting electric utility construction and maintenance. Principles of organization, personnel management. Ability to: administration, budget and Plan, coordinate and direct a diverse electrical distribution construction, maintenance and operation. Prepare and organize procedure manuals and maintenance manuals. Understand and carry out complex oral and written instructions, and to read and interpret engineering plans, blueprints and diagrams. Make sound and logical judgments and recommendations from available information and resources. Be thorough and inquisitive, but not hyper -meticulous. Communicate clearly and concisely, orally and in writing. Deal with the public in the most professional manner. Page 2 of 3 CITY OF AZUSA, Electric Operations Superintendet (cont.) Select, supervise, train and evaluate subordinates. Experience and Education At least five years of managerial experience in electric utility operations. Bachelor's degree in electrical engineering preferred, but may be substituted with combined work experience and college level technical course works. License or certificate Possession of a valid California Driver's License. Page 3 of 3
