A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA APPROVING AN AMENDMENT TO
THE AZUSA GENERAL PLAN FOR PROPERTY
LOCATED AT 238-254 WEST TENTH STREET
(APPLICANT: JOHN MARTINEZ; GENERAL PLAN
AMENDMENT NO. GPA -90-1)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. The general plan amendment which is the
subject of this Resolution was considered by the
Planning Commission of the City of Azusa at a duly
noticed public hearing held on April 11, 1990. By
Resolution No. 90-38, the Planning Commission
recommended to the City Council that the general
plan land use designation be changed from low
density residential to medium density residential
for the subject property located at 238-254 West
Tenth Street.
B. On May 21, 1990, the City Council of the City
of Azusa held a duly noticed public hearing to
determine whether the land use designation for the
subject property should be amended from low density
residential to medium density residential.
C. After a public hearing and in consideration of
all the oral testimony and written evidence
presented at said public hearing, the City Council
hereby finds, determines and declares that:
1. There is in effect a duly adopted general
plan for the City of Azusa which contains a
land use element designating the subject
property as low density residential.
2. The requested mediuim density residential
land use designation would allow the existing
duplex to remain as a permitted use, without
encouraging further development of the subject
property. This designation would be
consistent with the zoning and land use
patterns to the south, and would eliminate
this isolated portion of RIC zoned property
and low density residential designation on the
land use element. The consistency created by
this request is consistent with good zoning
practice and the principles for orderly
development contained within the land use
element of the Azusa General Plan.
3. In taking this action, the City Council
has considered the effects of the decision on
the housing needs of the region in which the
City is located and balanced those needs

against the public service needs of the City
residents and available fiscal and
environmental resources.
4. This general plan amendment for the
subject property is consistent with the
General Plan of the City of Azusa and the
elements thereof.
SECTION 2. Based upon the foregoing findings, the
City Council of the City of Azusa does hereby amend the
General Plan of the City of Azusa, land use element by
changing the designation for the subject property from "low
density residential" to "medium density residential".
SECTION 3. The Director of Community Development
shall revise the land use element of the General Plan of the
City of Azusa to reflect the changes in said element as
approved by this Resolution.
SECTION 4. The City Clerk shall certify the
adoption of this Resolution.

regular meeting thereof, held on the 4th day of
