HomeMy WebLinkAboutResolution No. 89030 0 RESOLUTION NO. 8903 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RECLASSIFYING CERTAIN POSITIONS AND AMENDING RESOLUTION 8888 REGARDING EXECUTIVE AND MIDDLE MANAGEMENT SALARIES AND BENEFITS WHEREAS, it has been determined necessary to reorganize the organizational structure of the City in order to maximize efficiency and assure attainment of goals; and WHEREAS, as part of said reorganization, certain positions identified herein must be reclassified to effectuate the reorganization and to more appropriately reflect the duties currently performed by the incumbents; and WHEREAS, the City Council has determined that the public interest, convenience and necessity require the reorganization and the reclassification of such positions, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Azusa as follows: SECTION 1. In accordance with the Personnel Rules, Section 3.8, the following positions shall be reclassified. The position of Administrative Clerk II in Public Works shall be reclassified to Secretary. The position of Director of Public Works shall be reclassified to Superintendent of Public Works. SECTION 2. Class specifications for Superintendent of Public Works be adopted in its entirety in accordance with Exhibits A attached hereto and incorporated herein by this reference. SECTION 3. The monthly salaries be established as follows: Superintendent of Public Works --$4,138 The incumbent Administrative Clerk II be reclassified to Secretary, and placed at Range 4158, Step 3, $2,054.28 effective 7-1-90. SECTION 4. The incumbent in the position of Administrative Clerk II shall retain employment in the reclassified position of Secretary. SECTION 6. All prior resolutions and parts of resolutions in conflict with this Resolution are hereby rescinded. SECTION 7. All modifications, additions, and changes to the City's classification plan as set forth above shall become effective July 1, 1990. ADOPTED AND APPROVED THIS 6th day of August, 1990. MAYOR I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Azusa at a regular meeting thereof on the 6th day of August, 1990, by the following vote of Council: AYES: COUNCILMEMBERS: STEMRICH, NARANJO, ALEXANDER, MOSES • NONE • DANGLEIS 0 Adopted: CITY OF AZUSA SUPERINTENDENT OF PUBLIC WORKS To pian, organize, supervise and review the programs and activities of the maintenance division involving maintenance of streets, drainage systems, storm pumps, parks, buildings, tree trimming, equipment and facilities; and to provide technical staff assistance. SUPERVISION RECEIVED AND EXERCISED General direction is provided by the Assistant City Administrator. Responsibilities include direct supervision over streets, parks grounds, vehicle and building maintenance personnel. Assignments may also require indirect supervision of other maintenance personnel. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: Develop and implement goals, objectives, policies and priorities. Plan, organize and direct, through subordinate personnel, a program of street and drains maintenance and repair work, including such things as street resurfacing, repairing and patching; street cleaning; sidewalk, curb, and gutter removal and replacement; equipment maintenance; buildings maintenance; sprinkler systems and parks maintenance. Direct the maintenance of time, material and equipment use records. Requisition supplies and materials. Recommend the purchase of equipment and assist in the development of specifications. Receive, investigate, and dispose of complaints. Check streets, sidewalks, curbs, gutters, parks, buildings, equipment, storm drains, and related facilities and equipment for needed maintenance and repairs. Inspect work sites before, during and after completion to assure such is completed in a satisfactory and thorough manner. Prepare and administer the maintenance services division budget. Prepare cost estimates for street and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects. Coordinate field services maintenance activities with other City departments, divisions, sections and with outside agencies. Supervise, train and evaluate subordinates. Perform related duties as assigned. QUALIFICATIONS Knowledae of: Materials, methods, practices and equipment used in street, grounds, vehicle, building, storm drain system, maintenance, construction and repair activities. Types and level of maintenance and repair activities generally performed in a public works field division maintenance program. Occupational hazards and standard safety precautions necessary in the work. Geography of the City, including the location of streets and drainage facilities. Practical elements of civil engineering as they relate to street and drainage maintenance and repair. Principles of organization, administration, budget and personnel management. Ability to: Plan, organize and implement a comprehensive program of maintenance and repair work for street, drain, grounds and building facilities. Conduct studies, prepare comprehensive reports and determine cost effective ways for constructing and maintaining street and drainage, grounds and building facilities. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be: Experience• Five years of supervisory experience in street maintenance and drainage systems repair, equipment, grounds and building construction. Education Equivalent to completion of an AA degree in a closely related field, supplemented with specialized training in construction -related subjects. License Possession of California class 3 driver's license. Page 3 of 3
