HomeMy WebLinkAboutResolution No. 91-C0140 0 RESOLUTION NO. 91-014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE GENERAL PLAN DESIGNATION FOR PROPERTY GENERALLY LOCATED AT 901 EAST ALOSTA AVENUE (GENERAL PLAN AMENDMENT NO. GPA -90-51 THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. There is in effect a duly adopted General Plan for the City of Azusa which contains a Land Use Element designating all property within the City for certain land uses; B. An application to amend the land use designation for the property generally located at 901 East Alosta Avenue ("Subject Property") and legally described on Exhibit A attached hereto and incorporated herein by this reference was duly filed with the City by Azusa Pacific University. The proposed amendment seeks to overlay a specific plan designation onto the existing Community Facilities designation for the Subject Property; C. The amendment to the General Plan as described herein was duly initiated, and notice of public hearings thereon was duly given and published in accordance with applicable law; D. Public hearings were duly held by the Planning Commission of the City of Azusa on January 16, 1991, and by the City Council of the City of Azusa on February 19, 1991; E. At the January 16, 1991 hearing, the Planning Commission of the City of Azusa heard and considered the evidence presented to it concerning the proposed amendment and, by its Resolution No. 91-7, adopted said amendment by a unanimous vote; F. The City Council, at its meeting of February 19, 1991, heard and considered all of the evidence presented to it concerning the proposed amendment, including, but not limited to, all public comments made during the meeting and the recommendation of the Planning Commission; G. The City of Azusa and Azusa Pacific University agreed to the proposed amendment to the General Plan pursuant to the terms of the Development Agreement between them executed in 1983; H. The adoption of this amendment to the General Plan is in the interest of the public health, I 0 0 safety and welfare of the City of Azusa and is consistent with good zoning and planning practices; I. This amendment to the General Plan is consistent with the other provisions of the General Plan and all elements thereof; J. In taking this action the City Council considered the effects of the decision on the housing needs of the region in which the City is located and balanced those needs against the public service needs of the City residents and available fiscal and environmental resources; SECTION 2. The City Council of the City of Azusa based on the above findings does hereby amend the General Plan of the City of Azusa, Land Use Element, to change the land use designation of the Subject Property by placing a Specific Plan overlay upon the current land use designation of Community Facilities. SECTION 3. The Director of Housing and Community Development shall revise the Land Use Element of the General Plan of the City of Azusa to reflect the changes in said element approved by this Resolution. SECTION 4 The Clerk shall certify to the adoption of this resolution. PASSED AND APPROVED this 4th day of March 1991. STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES ) ss.
