RESOLUTION NO. 41-013
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR ZONE CHANGE NO. Z-90-4,
GENERAL PLAN AMENDMENT NO. GPA -90-5, AND
SPECIFIC PLAN NO. SP -2 FOR AZUSA PACIFIC
UNIVERSITY
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare as follows:
A. An Initial Study of Environmental Impact and a
Negative Declaration have been prepared, in
accordance with the provisions of the California
Environmental Quality Act, the State CEQA
Guidelines and the City of Azusa's Revised
Environmental Procedures, for zone change Z-90-4,
General Plan Amendment No. GPA -90-5 and Specific
Plan No. SP -2 (hereinafter "Project") which relate
to property generally known as Azusa Pacific
University located at 901 East Alosta Avenue and
legally described on Exhibit A attached hereto and
incorporated by this reference;
B. Duly noticed public hearings were held by the
Planning Commission for the City of Azusa on
January 16, 1991, and the City Council of the City
of Azusa on February 19, 1991, at which times
evidence was heard on the proposed Project and
Negative Declaration;
C. Prior to approving the Project, the City
Council of the City of Downey considered the
Initial Study of Environmental Impact and the
Negative Declaration together with any comments
received during the public review process and at
the hearings;
D. Based upon the Initial Study and any comments
received in the public review process, there is no
substantial evidence that the Project will have a
significant adverse effect upon the environment.
SECTION 2. The Negative Declaration for the
Project, attached hereto as Exhibit "B" and by this
reference incorporated herein, is hereby certified and
approved. The Director of Community Development is hereby
directed to file the Negative Declaration with the County
Clerk of the County of Los Angeles.

adoption of this Resolution.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
Project involves general location of facilities and
capacities for long-term expansion of a private
university. A previous master plan has been
approved and reviewed under CEQA. The subject
specific plan will incorporate most of the details
included within the master plan. Individual
construction projects will be reviewed for
environmental impacts as construction details
become available.
B.B. The zoning for this property will be changed from
C2 to SP -1, and the land use designation for the
property contained within the Azusa General Plan
will be amended from Community Facilities to a
Specific Plan designation. Development standards
contained within the specific plan, such as
building height restrictions, may vary from the
existing C2 standards.
13. Traffic levels generated by expansion recognized by
the subject specific plan will not differ from
those anticipated under the previously approved
university master plan.
21.c. The ultimate build -out of the campus projected by
the specific plan will result in significant
construction activity over a long-term period.
Gradual phasing of construction will be necessary
due to private capital constraints, and will
minimize these effects at any one time.
