HomeMy WebLinkAboutResolution No. 91-C012RESOLUTION NO. 91-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CHANGING THE GENERAL PLAN DESIGNATION FROM COMMUNITY FACILITIES TO MEDIUM DENSITY RESIDENTIAL FOR PROPERTY GENERALLY LOCATED AT 708-728 NORTH DALTON AVENUE AND FROM COMMUNITY FACILITIES TO CENTRAL BUSINESS DISTRICT FOR PROPERTY GENERALLY LOCATED AT 303-325 EAST FOOTHILL BOULEVARD (GENERAL PLAN AMENDMENT NO. GPA -90-4) THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa does hereby find, determine and declare that: A. There is in effect a duly adopted General Plan for the City of Azusa which contains a Land Use Element designating all property within the City for certain land uses; B. An application for change in the land use designation for the subject property was duly filed by the City Council of the City of Azusa. The Subject Property is generally described as that certain parcel of property generally known as 708- 728 North Dalton Avenue and 303-325 East Foothill Boulevard and is legally described as: Lots 4 - 11 of Block 31, Map of Azusa as shown on a map on file with the City Clerk. C. The change and amendment to the General Plan as described herein was duly initiated, and notice of public hearings thereon was duly given and published in accordance with applicable state law. D. Public hearings thereon were duly held by the Planning Commision of the City of Azusa on December 12, 1990, and by the City Council of the City of Azusa on February 19, 1991. E. On December 12, 1990, the Planning Commission of the City of Azusa heard and considered the evidence presented to it concerning the proposed amendment at the public hearing and by its Resolution No. 90-103 adopted by a vote of seven in favor and none against, said vote being not less than a majority of the total members, recommended that the City Council approve the proposed amendment. F. The City Council at its meeting of February 19, 1991, heard and considered all of the evidence presented to it concerning the proposed amendment, including but not limited to, the recommendation of the Planning Commission. -1- apc:ir/RES000105 0 0 G. The adoption of this amendment to the General Plan is in the interest of the public health, safety and welfare of the City of Azusa and is consistent with good zoning and planning practices. H. This amendment to the General Plan is consistent with the other provisions of the General Plan and all elements thereof. I. In taking this action the City Council considered the effects of the decision on the housing needs of the region in which the City is located and balanced those needs against the public service needs of the City residents and available fiscal and environmental resources. SECTION 2. The City Council of the City of Azusa based on the above findings does hereby amend the General Plan of the City of Azusa, Land Use Element, to change the Land Use designation of the subject property from "Community Facilities" to "Medium Density Residential" for the property at 708 to 728 North Dalton and from "Community Facilities" to "Central Business District" for the property at 303 to 325 East Foothill Boulevard. SECTION 3. The Director of Housing and Community Development shall revise the Land Use Element of the General Plan of the City of Azusa to reflect the changes in said element approved by this Resolution. SECTION 4. The City Clerk shall certify the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this d+h day of March , 1991.
