A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR THE ZONING CHANGE OF THE
PROPERTY LOCATED AT 708-728 NORTH DALTON
AVENUE TO R2 AND THE PROPERTY LOCATED AT
303-325 EAST FOOTHILL BOULEVARD TO C2
(ZONE CHANGE 7-90-3) AND AN AMENDMENT OF
THE GENERAL PLAN FROM CF TO M AND CF TO
CBD FOR THE PROPERTIES (GPA NO. 90-4)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
does hereby find, determine and declare that:
A. An Initial Study of Environmental Impact and a
Negative Declaration has been prepared for the
Revised Housing Element of the Azusa General Plan
(hereinafter "Project") in accordance with the
provisions of the California Environmental Quality
Act, the State CEQA Guidelines and the City of
Azusa's Revised Environmental Procedures;
B. A duly noticed public hearing was held by the
Planning Commission for the City of Azusa on
January 16, 1991, and the City Council of the City
of Azusa on February 19, 1991, at which times
evidence was heard on the proposed Project and
Negative Declaration;
C. Prior to approving the Project, the City
Council of the City of Azusa considered the Initial
Study of Environmental Impact and the Negative
Declaration together with any comments received
during the public review process and at the
hearings;
D. Based upon the Initial Study and any comments
received in the public review process, there is no
substantial evidence that the Project will have a
significant adverse effect upon the environment.
SECTION 2. The Negative Declaration for the
Project, attached hereto as Exhibit "A" and by this
reference incorporated herein, is hereby certified and
approved. The Director of Community Development is hereby
directed to file the Negative Declaration with the County
Clerk of the County of Los Angeles.
SECTION 3. The City Clerk shall certify the
adoption of this Resolution.

On the basis of this initial eva_uaticn:
X I find the proposed project CC;; NOT HAVE a significant
effect on the environment, and a NEGATIVE DECARATION has
been prepared and is attached.
I find that although the proposed project could have a
significant effect on the environment, there will not be a
significant effect in this case because the mitigation
measures described on an attac::ed sheet have been added to
the project. A NEGATIVE DEC_ ..ON WILL BE PREPARED.
I find the proposed project -'-kY Nave a significant effect
effect on the environment and an EtiVIRONMENTAL IMPACT
REPORT is required.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
8.a. Project would allow for two-family residential uses on
five parcels and retail commercial uses on one parcel,
whereas the current zoning only permits public or quasi -
public uses.
8.b. Five parcels would be rezoned from CF to R2, with a
concurrent change in general plan land use designation
from Community Facilities to Medium Density Residential.
The remaining parcel would be rezoned from CF to C2, and
would change land use designation from Community
Facilities to Central Business District.
11.&12. Five parcels would be rezoned to allow up to seven
additional housing units and their residents.
13.a.&b. Minor increases in traffic and demand for parking would
be generated by the ultimate buildout of the rezoned
property. Existing circulation systems and the parking
required by the construction will be adequate to handle
the projected increases.
