A RESOLUTION OF THE CITY COUNCIL,OF THE
CITY OF AZUSA CERTIFYING THE NEGATIVE
DECLARATION FOR THE REVISED HOUSING
ELEMENT OF THE GENERAL PLAN OF THE CITY
OF AZUSA (GENERAL PLAN AMENDMENT NO.
GPA -90-3)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City. Council of the City of Azusa
does hereby find, determine and declare that:
A. An Initial Study of Environmental Impact and a
Negative Declaration has been prepared for the
Revised Housing,Element of the Azusa General Plan
(hereinafter "Project").in accordance with the
provisions of the California Environmental Quality
Act, the'State CEQA Guidelines and the City of
Azusa's Revised Environmental Procedures;
B. A duly noticed public hearing was held by the
Planning Commission -for the City of Azusa on
January 16, 1991, and the"City Council of the City
of Azusa on February 19,:-1991, at.which times
evidence.,was heard on the proposed Project and
Negative"beclaration;
C. Prior to approving the Project, the City
Council of the City of Azusa considered the Initial
Study of Environmental Impact and the Negative
Declaration together with any comments received
during the public review process and at the
hearings
D.,' Based. upon'the" Initial Study and ,anycomments r;
received in -the public review process, -there is no
substantial evidence that the Project will have a
significant adverse effect upon the environment.
SECTION 2.. The Negative Declaration for the
Project, attached, hereto as -Exhibit "A" and by this
reference incorporated herein, is hereby certified and
approved. The Director of _community Development is hereby
directed to file the Negative Declaration with the County
Clerk of the County of Los Angeles.
SECTION 3. The City Clerk shall certify the
adoption of this Resolution.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
8.a.
Revisions to housing needs and goals may result in
change to existing land use patterns to encourage
increased residential densities or reuse of existing
nonresidential parcels for construction of housing.
8.b.
This amendment serves to revise and replace within' the
Azusa General Plan the Housing Element which was last
updated in 1984.
11.
Increases in population are forecast as a -result of
increased demand for housing in Azusa. Location and
'density of population centers may be modified as higher
density residential projects and reuse of nonresidential
parcels occur.
12.
The revised Housing Element will not, in and of itself,
create an increased demand for housing. However,the
element :reflects the pressures which are being applied
to Aiusa for increased housing opportunities, and
documents these demands by estimating the number of
housing units which will be iequired'to be added to the
city's .housing stock to meet these needs.
13.&14.
Additional 'housing which is constructed to 'meet the
forecasted demands within the.revised Housing Element
will 'generate increased traffic levels and demand for -
public services. These projects will be reviewed on an "
individual basis, as their impacts cannot be'adequately
.evaluated at this time.
