BROWN) AND OTHER SUBSEQUENT MEASURES TO CREATE NEW LAYERS OF REGIONAL GOVERNMENT. WHEREAS, the 1991 session of the State Legislature has produced AB 3 and other similar measures dealing with the establishment of regional government; and WHEREAS, AB 3 would create an unnecessary level of government by creating seven new regional agencies to develop and implement plans as diverse as air and water quality, transportation, housing and solid waste management; and WHEREAS, creation of these elected regional agencies would constitute a potential for superseding local authority in the most basic of local government decisions; and WHEREAS, the apparent intention of the State Legislature is to dramatically alter the fundamental structure of local government by instituting an additional layer of government in the form of regional government. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, does hereby resolve to: (1) Oppose AB 3 (W. Brown) unless amended to reflect the genuine concerns of the League of California Cities and the City of Azusa; and (2) To work in close conjunction with other cities and counties and other existing regional government agencies to solve problems of regional significance. Passed, approved and adopted this 15th day of April, 1991.
