HomeMy WebLinkAboutResolution No. 91-C1010- 0 RESOLUTION NO. 9i -rim A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA SUPPORTING H.R. 2224, THE MARKEY-MOOREHEAD ELECTRIC POWER FAIR ACCESS ACT OF 1991 WHEREAS, electric transmission is one of the three major segments of the electric utility industry - generation, transmission and distribution. Transmission remains the most monopolized segment among them. Under the banner of competition for which generation has greatly flourished in recent years, transmission still poses an impediment towards a more competitive wholesale power market. WHEREAS, the City of Azusa is unique among medium- sized cities in the Western United States in that it has maintained its own electrical utility for the benefit of its citizens for many years. However, many potential power purchase contracts the City of Azusa has negotiated in recent years have gone to the wayside because of denial of transmission services by other utilities. WHEREAS, a fair access to transmission facilities would promote better utilization of both generation and transmission resources. WHEREAS, H.R. 2224 is one of the more sensible and practical bills for the electric utility industry and if enacted would enable vigorously competitive wholesale power markets to emerge and would promote the use of the lowest cost electrical power resources. NOW, THEREFORE, be it resolved by the City Council of the City of Azusa as follows: SECTION 3. The City Council of the City of Azusa supports H.R. 2224 and urges both the House of Representatives and the Senate of the United States to adopt this bill. SECTION 2. The City Council of the City of Azusa further urges its congressman, the Honorable Matthew Martinez, to co-sponsor this bill and to assist in its adoption. SECTION 3. The City Clerk shall certify the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this S+h day of a„gll$+ , 190L.
