AGENDA ITEM
TO: MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: ROY E. BRUCKNER,a
DIRECTOR OF COMMUNITY DEVELOPMENT
VIA: HENRY GARCIA, INTERIM CITY ADMINISTRATOR
DATE: SEPTEMBER 3, 1991
SUBJECT: REVIEW OF ORDINANCE REQUIRING SECURITY GATES AND
BARS OVER WINDOWS AND DOOR OPENINGS TO BE PLACED
INSIDE.
SUMMARY
The City Council has expressed concern about the installation
of security gates on the outside of commercial buildings.
This portrays a negative image to the City.
The attached code amendment would require any installation of
such security devices in commercial and industrial areas to
be on the inside of the building. Such installations would
have to meet all other applicable codes, including exiting
requirements.
Security gates and bars legally existing prior to the
adoption of this ordinance would be allowed to remain as
nonconforming structures.
If the City Council agrees that this is appropriate for the
City, Staff will proceed with its adoption.
RECOMMENDED ACTION
The City Council should either:
1. Direct the Planning Commission to commence adoption of the
attached ordinance requiring security gates and bars in
commercial areas to be installed indoors,
W
2. Take action as deemed appropriate.
