CITY HALL, AZUSA, CALIFORNIA. JULY 18, 1938. 7:30 P. M.
The City Council of the City of Azusa met in
regular session at the above time and place.
Present at roll call: Councilmen: Dickerson, Roll call.
Strohmeier, Carr, Arnold, City Attorney Miller
and City Clerk.
Absent: Councilman Owens and City Attorney
Tscharner.
The minutes of the last regular meeting of Minutes approved.
July 5th and the Special Session on July 8,
1 1938 were read and approved as read.
The matter of administering first aid to First Aid to
individuals and prisoners was discussed and prisoners dis-
no action taken, cussed.
On motion of Councilman Strohmeier, seconded Fire Chief Rogers
by Councilman Diclm rson it was Resolved that authorized to con -
Fire Chief Rogers be instructed to conduct duct Fire Drills,
such drills and courses of training among the
men of his department as are reasonably
necessary to conform with the requirements of
the Fire Insurance Underwriters', same to be
done without expense to the City of Azusa
beyond the expense of two drills per month,
until further action of the Council.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson, Strohmeier,
Carr, Arnold. 1
Noes: None. Absent: Councilman Owens.
A communication signed by C. H. Putnam was Communication read
read and ordered placed on file. and ordered placed
on file.
A request, to use the Auditorium on August
' 16, September 13 and October 11 was presented Use of Auditorium
by Mrs. Phoebe J. McCardle. granted.
Moved by Councilman Strohmeier, seconded by
Councilman Carr that same be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson,-Strohmeier,
Carr, Arnold.
Noes: None. Absent: Councilman Owens.
A request for the City's lubrication business, Request for City's
offered by Herbert L. Clarke, Jr., was lubrication
offered, business read and
ordered placed on
Idoved and carried that same be placed on file. file.
A request, presented by the City Clerk of
Pomona, to hang a banner across the Boulevard City of Pomona
advertising the County Fair, was read, granted permission
to hang banner.
Moved by Councilman Strohmeier, seconded by
Councilman Dickerson that same be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson, Strohmeier,
Carr, Arnold.

Mr. G. H. Morris, representing The Harold E.
Shugart Company, addressed the Council
relative to Acoustical equipment for the
Auditorium.
Cornelius Smith, Secretary of the Chamber of Secretary of
Commerce addressed the Council relative to Chamber of
the re -painting of street markings and block Commerce addressed
numbers, also decoration of the monument for the Council.

Moved by Councilman Strohmeier, seconded by
Councilman Dickerson that the matter of
decorating the monument be referred to the
Chairman of Publicity, with power to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson, Strohmeier,
Carr, Arnold.
Noes: None. Absent: Councilman Owens.
Lyle Johnson addressed the Council requesting
the Councilâ–ºs cooperation in establishing a
' booth in the main building at the County Fair.
Moved by Councilman Strohmeier, seconded by
Councilman Dickerson that the matter be
referred to the Committee on Publicity to
report back at the next regular meeting of
the Council.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson, Strohmeier,
Carr, Arnold.
Noes: None. Absent: Councilman Owens.
Councilman Strohmeier offered a Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA
TRANSFERRING THE SUM OF FIFTEEN THOUSAND
DOLLARS ($15,000) FROM THE LIGHT FUND TO THE
GENERAL FUND.
Moved by Councilman Dickerson, seconded
Councilman Carr that this Resolution be
adopted as read and numbered Resolution
1582.

Virgil Smith addressed the Council making a
request for an amendment to the Ordinance
requiring all light meters to be of socket
type.
Moved by Councilman Strohmeier, seconded by
Councilman Carr that this matter be referred
to the City Attorney and Superintendent of
Line Construction, with power -to act.
Carried by the following vote of the Council:
Ayes: Councilmen: Dickerson, Strobmeier,
Carr, Arnold.
Noes: None.' Absent: Councilman Owens.
Chief of Police Williams and City Attorney
Miller addressed the Council relating to the
facts in connection with the arrest of
Everisto Garcia as follows:
Mrs. Garcia called the police at 12:03 A. M.,
July 17th. Officers Thompson and Meyer
answered the call. Mr. Garcia was taken
into custody at his residence and was unable
to walk when he arrived at the police station,
dying soon after. There was no violence
used and no blame could be laid to the
Police Department as the work of Officers
Thompson and Meyer was well done. Dr. Clegg
pronounced Everisto Garcia dead and finished
his report at 12:40, he also attended the
autopsy where it was found that Everisto
Garcia's death was caused by acute alcoholism
with a contributory cause of foreign body in
bronchus.

Councilman Carr that the matter of reservations referred to the
