A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA AMENDING THE ZONING AND GENERAL PLAN
DESIGNATIONS FOR PROPERTY GENERALLY LOCATED
AT 1375 SAN GABRIEL CANYON ROAD (ZONE CHANGE
NO. Z-91-2, GENERAL PLAN AMENDMENT NO. GPA -
91 -4)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS
FOLLOWS:
SECTION 1. The City Council of the City of Azusa does
hereby find, determine and declare:
A. There is in effect a duly adopted General Plan for
the City of Azusa which contains a Land Use Element desig-
nating all property within the City for certain land uses;
B. There is in effect Title 19, ZONING, contained in
the Azusa Municipal Code which designates zones of particu-
lar land uses for all property within the City;
C. On December 11, 1991, the Planning Commission for
the City of Azusa conducted a duly noticed public hearing to
consider changing the zoning designation (Zone Change No. Z-
91-2) and the General Plan designation (General Plan Amend-
ment No. GPA -91-4) for the property located at 1375 San
Gabriel Canyon Road (the "Property"), legally described on
Exhibit A attached hereto and incorporated herein by refer-
ence;
D. Zone Change No. Z-91-2 alters the zoning designa-
tion for the Property from R1(b) (Single -Family Residential)
to C2 (Restricted Commercial) while General Plan Amendment
No. GPA -91-4 alters the land use designation for the Proper-
ty from Low Density Residential to General Commercial;
E. On December 11, 1991, the Planning Commission
adopted Resolution Nos. 91-100 and 91-101 recommending to
the City Council that Zone Change No. Z-91-2 and General
Plan Amendment No. GPA -91-4 be approved;
F. The City Council, at its duly noticed public
meeting of January 20, 1992, heard and considered all of the
evidence presented to it concerning the proposed zone change
and General Plan amendment, including, but not limited to,
all public comments made during the meeting, staff reports
and the recommendations of the Planning Commission;
G. The adoption of the zone change for the Property
and amendment to the General Plan is in the interest of the
public's health and safety and welfare and is consistent
with good zoning and planning practices;
H. In particular, the amendment to the General Plan
is consistent with the other provisions of the General Plan
and all elements thereof and complies with the amendment
process required under Government Code S 65350 et sea.;
I. The zone change and General Plan amendment are
intended to bring the permitted uses for the Property into
conformance with the commercial feasibility of the
Property's layout and the commercial potential for the
surrounding area.
J. In taking this action, the City Council considered
the effects of the decision on housing needs of the region

in which the City is located and balanced those needs
against the public service needs of the City residents and
available fiscal and environmental resources.
SECTION 2. The City Council of the City of Azusa, based on
the above findings, does hereby amend the General Plan of the
City of Azusa, Land Use Element, to change the land use designa-
tion of the Property from Low Density Residential to General
Commercial for the Property and does hereby approve a zone change
from Rib (single family residential) to C2 (restricted commer-
cial) for the Property.
SECTION 3. The Director of Housing and Community Develop-
ment is directed to revise the Land Use Element of the General
Plan and the Zoning Map of the City of Azusa to reflect the
changes and amendments approved by this resolution.
SECTION 4. The Clerk shall certify to the adoption of this
Resolution.
