HomeMy WebLinkAboutResolution No. 92-C0250 RESOLUTION NO. 92-C25 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE NEGATIVE DECLARATION FOR GENERAL PLAN AMENDMENT NO. GPA -91-4 AND ZONE CHANGE NO. Z-91-2 FOR PROPERTY LOCATED AT 1375 SAN GABRIEL CANYON ROAD THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Azusa hereby finds: A. An Initial Study of Environmental Impact and a Negative Declaration have been prepared for Amendment No. GPA -91- 4 to the Azusa General Plan and Zone Change No. Z-91-2 (here- inafter "Project") in accordance with the provisions of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines; B. Duly noticed public hearings were held by the Planning Commission for the City of Azusa on December 11, 1991 and by the City Council of the City of Azusa on January 20, 1992 at which times evidence was heard on the proposed Project and the Negative Declaration; C. Prior to approving the Project, the City Council of the City of Azusa considered the Initial Study of Environmen- tal Impact and the Negative Declaration together with any com- ments received during the public review process; D. The City Council of the City of Azusa hereby finds and determines that on the basis of the Initial Study and any comments received in the public review process, there is no substantial evidence that the Project will have a significant adverse effect upon the environment; E. The City Council of the City of Azusa further finds and determines that, as a result of the Initial Study and any comments received during the public review process, the Project will not result in any adverse effect, either individual- ly or cumulatively, on fish and wildlife (as defined by Sec- tion 711.2 of the Fish and Game Code) or their habitat or re- sources. SECTION 2. The Negative Declaration for the Project, attached hereto as Exhibit "A" and by this reference incorporated herein, is hereby certified and approved and shall be filed with the County Clerk of the County of Los Angeles. SECTION 3. The Director of Community Development shall sign and file two copies of a Certificate of Fee Exemption (DFG 753.5 - 1/81) with the County Clerk of the County of Los Angeles. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. Project involves changing permitted land use from low density single-family residential uses to retail and office commercial uses. 13. a.&b. Future commercial development of the site would likely generate significantly more traffic and demand for parking than currently permitted residential uses. Future development will be reviewed for potential environmental impacts at such time as a development proposal is submitted. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None Required. I find that although the proposed project could have a significant effect on the envircnment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
