A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ASUSA, CALIFORNIA CERTIFYING A NEGATIVE
DECLARATION FOR ZONE CHANGE Z -91-3v
CONDITIONAL USE PERMIT C -91-22j, VARIANCE NO.
V-91-13 AND PRECISE PLAN OF DESIGN NO. P-91-
210 CONCERNING PROPERTY AT 500 SOUTH AZUSA
AVENUE
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. Pursuant to the State CEQA guidelines, a
negative declaration has been prepared and reviewed, finding that
the proposed project could not have a significant effect on the
environment. The City Council hereby certifies said negative
declaration, with the provision that the mitigation measures, if
any, recommended in the initial study, are implemented.
SECTION 2. The City Clerk shall certify to the
adoption of this Resolution.
ADOPTED AND APPROVED THIS 15th DAY OF June 1992.
I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the City Council of the City of Azusa at a meeting
thereof held on the 15th day of June 1992 by the
following vote of the Council:

NOTICE: Pursuant to the provisions of the California Environmental
Quality Act (CEQA-Public Resources Code, Section 21100 et. seg.),
the City of Azusa has determined that the project referenced
hereinafter will not have a significant effect on the environment.
PROJECT TITLE:
Zone change No. Z-91-2, Conditional Use Permit No. C-91-22, Variance
No. V-91-13"and Precise Plan of Design No. P-91-210.

PROJECT DESCRIPTION:
Construction of an automotive service station and mini -market with off-;
beer and wine with reduced parking and side yard setbacks, and a zone
change from C2 to C3.

A copy of the Initial Study, documenting reasons to support the
findings that said project will not have a significant effect and
containing any mitigating measures proposed to be included in the
project to avoid potentially significant effects, is attached
hereto for public review.
An Environmental Impact Report is not required for this project.
APPEALS. Any person or agency aggrieved by this decision may appeal
to the Azusa City Council in compliance with all provisions for
filing of such appeals. Any such appeal must be filed within thirty
(30).days after the issuance of this decision, or it shall be dis-
missed by the City Council.

On the basis of this initial evaluation:
I find the proposed project COULD NOT HAVE a significant
effect on the environment, and a NEGATIVE DECARATION has
been prepared and is attached.
X I find that although the proposed project could have a
significant effect on the environment, there will not be a
significant effect in this case because the mitigation
measures described on an attached sheet have been added to
the project. A NEGATIVE DECLARATION WILL BE PREPARED.
I find the proposed project MAY have a significant effect

III. DISCUSSION OF ENVIRONMENTAL
1.b. Construction will involve grading of the site and
installation of underground fuel tanks. All grading will
be reviewed under a City grading permit.
2.a. Fugitive dust may arise during construction of the
service station.
3.b. Construction could result in changes to onsite drainage
patterns. Any such changes would be regulated under an
approved drainage plan.
6.a. Construction noise and noise from automotive repair
operations could be disruptive to surrounding residential
neighborhoods.
7. Exterior lighting of the service station could result in
light and glare spreading to adjacent properties.
8.a. The project involves the construction of an automotive
service station on a currently vacant parcel.
S.b. A zone change from C2 (Restricted Commercial) to C3
(General Commercial) and a conditional use permit are
required to permit the operation of the service station
along with its mini -market.
13.a. The construction of a service station at this location
would generate additional traffic for this area.
Existing surrounding circulation system appears to be
adequate to handle the projected increase.
13.b. The proposed service station will create an increased
demand for off-street parking.
IV. MITIGATION MEASURES
2.a. The site will be required to be wet down during
construction to minimize fugitive dust.

IV. MITIGATION MEASURES - CONTINUED
6.a. Construction activities and repair work will be required
to conform to the requirements of the Azusa Noise
Ordinance. The service bays may be required to keep
their doors closed during work hours where those bays
face residential areas. Block walls on property lines
will provide additional noise reduction.
7. All exterior lighting will be required to be aimed or
shielded to prevent light or glare from spreading to
adjacent properties.
13.b. A variance is being requested to reduce the amount of
parking necessary to support a service station and mini-
market of this size. The variance will not be granted
unless it can be shown that the parking to be provided
will be adequate to support this service station.
Reference is also hereby made to all other Environmental Impact
Reports which have been prepared for projects within the City of
Azusa for additional information and knowledge of existing and
future environmental conditions in the area.
