A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA FINDING THE CITY OF AZUSA
TO BE IN COMPLIANCE WITH THE 1992 CONGESTION
MAN_ AGEMENT .PROGRAM (CMP) AND APPROVING
THE CMP CONFORMANCE CHECKLIST
WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"),
acting as the Congestion Management Agency. for Los Angeles County, adopted the Congestion
Management Program on November 18, 1992; and
WHEREAS, the adopted CMP requires that MTA annually determine that the County
and cities within the County are conforming to all CMP requirements: and
WHEREAS, the adopted CMP requires submittal to the MTA of the CMP self -
certification checklist by August 1, 1993; and
WHEREAS, the City Council held a public hearing on July 19, 1993.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council for the City of Azusa has taken all of the actions
reflected on the CMP Conformance Checklist, attached hereto as Exhibit A and "made a part
hereof, and that the City of Azusa is in conformance with all applicable requires of the 1992
CMP.
SECTION 2. That the City Clerk of the City of Azusa shall certify to the
adoption of this Resolution and shall forward a copy of this Resolution to the Los Angeles
County Metropolitan Transportation Authority.
ADOPTED AND APPROVED this 19th day of July , 1993.

Council of the City of Azusa at a regular meeting thereof, held on the 19th day of

1992 CMP CONFORMANCE CHECKLIST
This checklist must be submitted to the Los Angeles County
Metropolitan Transportation Authority (MTA) by August 1, 1993. The
address for submittal of the checklist follows:

This checklist is for the City of: Azusa
X Attached is a resolution, adopted by the City of Azusa City
Council which is the governing board of Azusa at a public
meeting, approving the transmittal of this checklist to MTA.
The resolution serves as evidence that the City of Azusa is in
conformance with the CMP and each statement found on this
checklist.
X By June 15, 1993, the City of Azusa had conducted annual
traffic amounts and calculated levels of service for selected
arterial intersections, as specified in the traffic monitoring
procedures found in the CMP Highway and Roadway System
Chapter. The MTA has received this information as indicated
in the attached letter dated May 26, 1993.
X The City of Azusa has adopted and implemented a transportation
demand management ordinance. The TDM ordinance is consistent
with the minimum standards identified in the CMP's TDM
Element, was adopted by the City of Azusa governing board by
Resolution No. 93-09 on May 3, 1993 and submitted to MTA upon
adoption.
X The City of Azusa has adopted and implemented a land use
program to analyze the impacts of new development on the CMP
system and the associated mitigation costs. The program is
consistent with the standards identified in the CMP's Land Use
Analysis Program Chapter. This program was adopted by the
City of Azusa Governing board by Resolution No. 93-09 on May
3, 1993 and submitted to MTA upon adoption.

Dear iAbbaszadeh:
Thank you for your early transmittal of highway level of service data for the
CMP. This letter confirms that your agency has completed its 1993 highway
monitoring obligation.
Similar to last year, the information collected by your agency and others will be
compiled and summarized in the 1993 CMP. This report will be presented for
adoption by the MTA Board this fall, and will summarize 1993 congestion levels
throughout the county as well as changes since 1992. Copies of the 1993 CMP
will be sent to your office when available.
