RESOLUTION NO. 93-C69
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA PROTESTING THE PROPOSED LOS ANGELES
COUNTY FLOOD CONTROL ASSESSMENT INCREASE
WHEREAS, the financial crisis which has caught the State
of California in its toils, now has the various levels and bodies
of government in conflict with each other in a sometimes vicious
struggle for the diminished funds available to them, and
WHEREAS, Cities, the closest entities to the people
served by government, have seen the upper governmental echelons
attempting to siphon off greatly needed financial resources from
the local infrastructure required by residents of the cities, such
as Fire and Police protection, street maintenance as well as the
many other services that are needed on a daily basis, and
WHEREAS, The Los Angeles Flood Control District has
joined the fray through its intention to impose a Flood Control
benefit assessment increase on the residents of the cities within
the County of Los Angeles. This is blatantly unfair.
Municipalities are now just barely struggling to survive in the
ocean of red ink engulfing them, by reinstating assessments on
local Fire and Landscaping and Lighting services. It is not a
simple matter to convince the City's residents to accept these 1
essential surcharges; it shall be much more difficult when others I
seek to come along and impose additional assessments on already !
heavily burdened residents.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Azusa, to protest this high-handed incursion into its
most vital core by the Los Angeles County Flood Control District,
through the proposed imposition of its assessment increase in
addition to those currently being considered by the City for
critical local services, services required every day by all its
residents. The City would be severely impaired to attempt to
deliver these services without its own local assessments. Those
responsible for seeking to impose the proposed increased County
Flood Control Assessments are admonished to look elsewhere for
relief. To do otherwise could very likely result in an
unsurmountable backlash by sorely tried constituents.
PASSED, APPROVED, AND ADOPTED this 6th day of July, 1993.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular
meeting thereof held on the 6th day of July, 1993, by the following
vote of the Council:

NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: NONE
