A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA APPROVING
CONDITIONAL USE PERMIT NO. C-91-1
WHEREAS, an application was received from Ralph Covell for a
conditional use permit to operate a commercial recreational use
(paintball games) in a CF zone on property located at 2027 North
San Gabriel Cannon Road (Conditional Use permit No. C-93-14), and
WHEREAS, the Planning Commission considered this request in a duly
noticed public hearing on February 16, 1994, and has carefully
considered all pertinent evidence and testimony, and
WHEREAS, the Planning Commission adopted Resolution No. 94-19
recommending to the City Council that this conditional use permit
be approved, and
WHEREAS, the City Council has held a duly noticed public hearing on
March 7, 1994, and
WHEREAS, the City Council of the City of Azusa carefully
considered all the pertinent evidence and testimony regarding
Conditional Use Permit No. C-93-14,
NOW THEREFORE, the City Council of the City of Azusa does hereby
resolve as follows:
SECTION 1. The City Council for the City of Azusa finds
that the commercial recreational uses, such as a paintball game
operation, are specifically called out as conditionally permitted
uses within the current and requested CF zoning and are consistent
with this general plan designation.
SECTION 2. The City Council for the City of Azusa finds
that the location of the paintball operations away from neighboring
residents and the San Gabriel River, along with the other
mitigation measures imposed by attached conditions of approval,
should minimize the effect of noise, parking or other impacts on
surrounding property. By containing any potentially harmful
impacts on the site itself, the proposed use would not adversely
affect, be materially detrimental to nor create a danger or menace
to neighboring property or residents.
SECTION 3. The City Council for the City of Azusa finds
that the site contains almost 75 acres of area for both the horse
ranch and the paintball games. Adequate area is provided for both
extensive vehicle parking and for both of these activities to
operate simultaneously. The site is adequately served by the
existing bridge and San Gabriel Canyon Road.
SECTION 4. The City Clerk shall certify to the adoption of
this resolution.

I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular
meeting thereof, held on the 21st day of MARCH , 1994 by
the following vote of the Council:

l.g. Portable signs on the property are prohibited except when
necessary to protect neighboring residents and property owners
from potential public health and safety hazards.
l.i. Parking areas, trails and other unpaved areas shall be watered
down at least three (3) times a day during all days of
operation to minimize fugitive dust.
l.j. Adequate public access to the site for all customers and
participants of the paintball games shall be provided at all
times by the applicant.
l.m. Directional signs to the paintball games and related parking
areas shall be installed on the subject property to direct
traffic away from neighboring properties. Appropriate
supervision, including, but not limited to, uniformed security
personnel, shall be maintained at all times to direct traffic
and insure that no participants enter any surrounding
properties.
l.o. Signs shall be conspicuously posted at all entrances to the
subject properties warning of the operation of a paintball
games facility and of possible dust, noise, traffic and
paintballs which could affect all those entering the property.
l.p. Hours of operation for the paintball games shall be limited to
8:00 a.m. to 6:00 p.m., and can be conducted up to six days
per week. On one of those six days, the facility may operate
one evening per week from 6:00 p.m. to 10:00 p.m on the
westerly 55 acre parcel only. The specific day per week on
which the facility will not be in operation and the specific
evening of operation shall be designated with the approval of
the Planning Division.
