The City Council of the City of Azusa met in regular adjourned session at the above time and place. Present at roll call: Councilmen: Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. Absent: Councilman Jumper. A request to use the Auditorium on November ' 11, 1938, in case of rain, was presented by Clyde Holcomb, Commander of the American Legion Post #180. Moved by Councilman Strohmeier, seconded by Councilman Owens that this request be granted. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: Councilman Jumper. A communication from the Los Angeles League relative to the adoption of a lution by the City of Azusa relative taxation of local City bonds and Cit Employees salaries, was read. Roll call. Request to use Auditorium granted American Legion. County Resolution present= Reso- ed by Los Angeles to the County League City referred to City Attorney. Moved and carried that this matter be referred to the City Attorney to report back at the next regular meeting of the Council. Councilman Strohmeier offered an Ordinance entitled: All ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, CONSENTING TO THE ESTABLISHMENT OF THAT PART OF FIRST STREET WHERE SAID FIRST STREET IN THE CITY OF AZUSA CROSSES LITTLE DALTON WASH, AS A PART OF THE COUNTY SYSTEM OF HIGHWAYS, AND CONSENTING TO THE IMPROVEMENT THEREOF BY THE COUNTY, AS AP;i EMERGENCY MEASURE AND MATTER OF URGENCY FOR THE I3,BEDIATE PRESER- VATION OF THE PUBLIC PEACE, HEALTH AND SAFETY. to be placed upon its second reading. Moved by Councilman Strohmeier, seconded by Councilman Malone that the City Council waive the second reading of this Ordinance. Carried by the folloiring vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: Councilman Jumper. Moved by Councilman Strohmeier, seconded by Councilman Owens that this Ordinance be adopted as read and numbered Ordinance No.338. + Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: Councilman Jumper. City Attorney Miller reported that due to apparent uncertainty as to whether merely the First Installment of the Current Taxes for the year 1938-39 should be paid or whether the entire tax for the full year should be paid, that the firm of Tscharner & Miller have drawn the requested Ordinance in two forms - one requiring payment of First Installment merely, the other requiring payment of both installments. ORDINANCE NO. 338 ADOPTED. City Attorney Miller reported on two Ordinances drawn for P+forator- ium. 42 1 MINUTES OF THE CITY COUNCIL MEETING. 43 OCTOBER 27, 1938. 8:00 P. M. Moved by Councilman Strohmeier, seconded by Councilman Malone that the Ordinance drawn requiring the payment of the First Install- ment determined as the "Current Tax" be offered and read, and further that this construction of the phrase "Current Tax" be adopted for the reason that were both installments of the Current Tax required to be paid on or prior to December 31, 1938, the purpose of the Ordinance would be defeated. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, zltrohmeier, Arnold. Noes: None. Absent: Councilman Jumper. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ADOPTED BY THE CITY COUNCIL THEREOF, PROVIDING AN ALTERNATIVE METHOD FOR THE PAYMENT OF DELINQUENT TAXES AND ASSESS- MENTS BY DECEMBER 31, 19380 UPON CERTAIN TERMS AND CONDITIONS. to be placed upon its first reading. This Ordinance was then read for the first time. It was unanimously agreed that the matter of John Lopez' application to erect a dwelling the corner of 5th Street and Azusa Avenue be referred to the Planning Commission, and the City Clerk authorized to instruct the Planning Commission to call Mr. Lopez' attention to Ordinance No. 325. ORDINANCE read for first time. Matter of J. Lopez on application re- ferred to City Planning Commissio, Moved by Councilman Strohmeier, seconded by Councilman Owens that the City Clerk be instructed to request the Automobile Club of Southern California to erect a "Stop" sign at the Northwest corner of Angeleno and 11th Street. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None, Absent: Councilman Jumper. Moved by Councilman Strohmeier, seconded by Councilman Owens that the required number of Oleander shrubs be purchased and planted as soon as the weather permits. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: Councilman Jumper. Moved by Councilman Strohmeier, seconded by Councilman Malone that City Engineer Kressly ' be instructed to prepare a Resolution request- ing County appropriations for the improvement of Eleventh Street west to Vernon Avenue; Vernon Avenue south to the Pacific Electric tracks; Second Street from San Gabriel Avenue east to Azusa Avenue and Soldano Avenue. Carried by the following vote of the Council: Ayes: Councilmen: Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: Councilman Jumper. Moved by Councilman Strohmeier, seconded by Councilman Malone and duly carried that the Council adjourn. City Clerk in- structed to order Stop Sign placed at corner of Sun- set Ave. & 11th St. Oleander shrubs to be planted.
