HomeMy WebLinkAboutResolution No. 94-C450 0 RESOLUTION NO. 94—C45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AMENDMENTS TO THE MEMORANDA OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE MIDDLE MANAGEMENT ASSOCIATION AND INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, RESPECTIVELY, AND AUTHORIZE THE CITY ADMINISTRATOR TO SIGN THEM. WHEREAS, the classified employee service of the City of Azusa includes the classifications of Electric Operations Superintendent, Line Mechanic Supervisor, and Line Mechanic Crew Supervisor, and WHEREAS, it is appropriate that these titles conform to industry standards, and WHEREAS, in order to accomplish this, it is necessary to change the classification titles as follows: EXHIBIT FROM TO A Electric Operations Superintendent Electric Operations Manager B Line Mechanic Supervisor Electric Distribution Supervisor C Line Mechanic Crew Supervisor Electric Crew Supervisor WHEREAS, it is also appropriate to add the phrase "graduation from high school or equivalent" to the education and experience qualifications guidelines of the Electric Crew Supervisor classification, and WHEREAS, City staff met and consulted with representatives of the International Brotherhood of Electrical Workers and Middle Management Association, and they have agreed to their respective amendments, NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY: Retitle as listed above the position classifications that are attached hereto as "Exhibit A," "B," and "C." 2. Amend the Memorandum of Understanding between the City of Azusa and the International Brotherhood of Electrical Workers to substitute the classifications of Electric Distribution Supervisor and Electric Crew Supervisor for the classifications of Line Mechanic Supervisor and Line Mechanic Crew Supervisor, respectively, wherever referenced throughout the document, and 3. Amend the Memorandum of Understanding between the City of Azusa and the Middle Management Association to substitute the classification of Electric Operations Manager for the classification of Electric Operations Superintendent wherever referenced throughout the document, and 4. Authorize the City Administrator to sign Amendment Number One to the Memorandum of Understanding between the City and the Middle Management Association and the Side Letter of Agreement between the City and the International Brotherhood of Electrical Workers. CLASS CHARACTERISTICS The Electric Operations Manager reports directly to the Director of Utilities and is responsible for managing a division of the department. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. 1.Directs through subordinate supervisors, the construction, maintenance and repairs of the electric distribution system. QUALIFICATIONS GUIDELINES Education and/or and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from an accredited college/university with a bachelor's degree in electrical engineering and five years of managerial experience in electric utility operations. Knowledge and Skill Levels Thorough knowledge of the principles, practices, and techniques of electric distribution system operations, construction and maintenance; methods, techniques, and practices employed in electric distribution systems design and construction, including methods, procedures, and materials; cost accounting; supervision and training principles and techniques; budgetary, work planning, and time/material cost estimation techniques. Page 2 of 2 • • Date Adopted: Class Code: 2775 EXHIBIT B CITY OF AZUSA ELECTRIC DISTRIBUTION SUPERVISOR Under limited supervision, plans, coordinates, directs, and supervises the work of large and small crews of skilled and semi -skilled workers engaged in a variety of construction, maintenance and repair tasks to the electrical distribution system; performs related duties as required. CLASS CHARACTERISTICS This class is characterized by its responsibility for supervision of electrical maintenance crews and the incumbent exercises daily supervision over assigned personnel and coordinates the work of multiple crews. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. 1. Plans, coordinates, supervises, and inspects the work of those engaged in the repair, construction and maintenance of overhead electrical systems and equipment, placing and removing crossarms, stringing wires, tapping wires, repairing crossarms and wires, installing and replacing insulators and setting transformers. Knowledge and Skill Levels Considerable knowledge of approved methods, materials and tools used in electrical underground or overhead construction, maintenance and repair work; principles of electric theory as applied to electrical circuits and wiring systems; occupational hazards and standard safety precautions; principles and practices of supervision, training and evaluation of performance. Page 3 of 3 11 DEFINITION EXHIBIT C CITY OF AZUSA ELECTRIC CREW SUPERVISOR • Date Adopted: Class Code: 6205 Under limited supervision, leads and participates in the work of crews of skilled and semi -skilled workers engaged in a variety of construction, maintenance and repair tasks to the electrical distribution system; performs related duties as required. CLASS CHARACTERISTICS This class is distinguished from Line Mechanic by its responsibility to regularly lead a crew in projects involving overhead and underground electrical systems maintenance or construction. Stand by duty may be assigned by the Utility Director. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. 1.
