A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA RETITLING THE CLASSIFICATION OF POWER
RESOURCES MANAGER, REVISING THE CLASS
SPECIFICATIONS AND SALARY THEREOF, AND
AMENDING THE NON -REPRESENTED MIDDLE
MANAGEMENT EMPLOYEES SALARY AND BENEFITS
MEMORANDUM
WHEREAS, the classified employee service of the City of Azusa includes the
classification of Power Resources Manager, and
WHEREAS, the Energy Policy Act of 1992 mandates the City of Azusa to
implement Integrated Resource Planning, and
WHEREAS, in order to accomplish this, it is necessary to revise the
classification title, classification specifications and compensation of the Power
Resources Manager,
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF AZUSA DOES HEREBY:
1. Adopt the revised classification specifications attached hereto as "Exhibit
A," and
2. Retitle the classification of Power Resources Manager as Manager of
Integrated Resource Planning, and
3. Place the class in the Non -Represented Middle Management Employees unit,
with compensation at Range 3512/22, $5,124.46 - $6,228.81.
4. Amend the City of Azusa Non -Represented Middle Management Employees
Salary and Benefits Memorandum, which was adopted by Resolution Number 94-C8
on January 4, 1994, to include the above provisions.

MANAGER OF INTEGRATED RESOURCE PLANNING
DEFINITION
Under general direction, performs a variety of professional duties in analyzing,
forecasting, planning, procurement, and administration of the City's power and
water resources; performs related duties as required.
CLASS CHARACTERISTICS
The Manager of Integrated Resource Planning is a single position class assigned
to the Utilities Department. Assignments are general and of a recurring nature
requiring that the incumbent exercise independent judgement and initiative in
performing integrated resource planning such as analyzing, forecasting, planning,
procurement and administration of power and water resources.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a
position is to be filled, the essential functions will be noted in the
announcement of position availability. Letters in parenthesis at the end of each
function statement represent the abilities required to perform that function.
1. Monitors existing departmental contracts pertaining to power and water
supplies; provides management economic analysis of all contracts and
programs. (a b d e g j)
2. Coordinates and participates in preparing short and long term systems
forecasts; performs resource studies. and analysis using statistical,
financial and economic models, and D.S.M. programs. (a b d e g h j k 1)
3. Evaluates the City's existing resources and D.S.M. programs for cost
effectiveness and efficiency; identifies sources and programs to satisfy
systems future needs. (a b d e g j)
4. Negotiates and conducts economic studies related to demand-side and
supply-side proposals, terms and conditions ensuring conformance to City
goals and objectives; submits and presents recommendations regarding
specific resources and/or programs to be implemented. (All)
5. Negotiates and develops draft contract and/or program documents; reviews
final draft with appropriate management and legal counsel; coordinates
execution of documents; identifies and initiates revisions to existing
documents; interprets provisions to resolve contractual disputes. (All)
REQUISITE ABILITIES
a. Communicate clearly and concisely, both orally and in writing.
b. Research and prepare complex reports on a variety of subjects.
C. Establish and maintain effective relationships with the City Council,
staff, other departments, the public in general, and entities and agencies
that City does business with.
d. Perform technical forecasting, planning, supervise and prepare Integrated
Resource Planning documents.
e. Organize and plan work with minimum supervision.

f. Represent the City in a variety of meetings.
g. Make decisions regarding operational and contractual functions.
h. Evaluate and recommend future resource needs.
i. Negotiate, prepare, interpret and maintain resource contracts.
j. Understand, explain and apply policies and procedures.
k. Analyze unusual situations and resolve them through application of
management principles and practices.

M. Deal constructively with conflict and develop effective resolutions.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted or reassigned to
accommodate an individual with a disability.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and experience that has provided the
knowledge, skills, and abilities necessary for satisfactory job
performance. Example combinations include graduation from an accredited
college/university with a bachelor's degree in electrical engineering,
economics or a related field and five years of progressively responsible
experience in an electric utility preferably in power supply or operations
including one year in a supervisory/administrative capacity.
Knowledge and Skill Levels
Considerable knowledge of methods used in forecasting, planning and
economic evaluation of electric and water resources; understanding of
Integrated Resource Planning process contract development; basic
principles of contract law; power scheduling; accounting principles; use,
capability, characteristics and limitations of personal computer hardware
and software; principles and practices of supervision and budgeting.
Special Requirements
Possession of or ability to obtain a Class C California driver's license
and a satisfactory driving record.
