The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Roll call. Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. Copies of the minutes of the last regular meet- Minutes approved. ing of November 21, 1938 were mailed to members of the City Council and the City Attorney. ' Moved by Councilman Malone, seconded by Council- man Owens and duly carried that the minutes be approved as written. A request to use the Auditorium, made by thef' Request to use General Welfare Club, was read. Auditorium granted. Moved by Councilman Jumper, seconded by Council- man Malone that same be granted providing there are no conflicting dates. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. An application for clerical work, presented by Application order - Inez Williams, was read and ordered placed on ed placed on file. file. A communication from the State Compensation Communication from Insurance Fund stating that all City employees State Compensation are covered under the Compensation Policy Insurance Fund regardless of where they are working, was read read. and ordered placed on file. ' A communication from Harry Owens relative to Communication from Policy covering the Warehouse was read and Owens-Vosburg ordered placed on file. read. A communication signed by A. J. Messier, Business Manager for J. L. Pomeroy, M. D., Los Angeles County Health Officer, relative to a form submitted by the Title Insurance and Trust Company, covering the Azusa Clinic, was read. Moved by Councilman Jumper, seconded by Councilman Malone that the Mayor and City Clerk be authorized and instructed to sign this form. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. A report submitted by the Planning Commission relative to the erection of a dwelling on the corner of 5th and Azusa Avenue, owned by John Lopez, was read. ' Moved by Councilman Strohmeier, seconded by Councilman Malone that the report of the Planning Commission be accepted and the Building Inspector instructed to issue a permit to John Lopez as per the Planning Commission's recommendations. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None, Absent: None, The City Clerk announced that fourteen petitions representing the Azusa Womans Club, the Business and Professional Women's Club, the Coordinating Council, Citrus Union High School Board, Azusa Avenue Baptist Church, Communication from L. A. County Healit Dept. read. Mayor and City Clerk authorized to sign agreement. Report submitted by Planning Commission. Report of Planning Commission accepted and Building Inspe- ctor authorized to issue permit to John Lopez. 66- I 6 C 67 MINUTES OF THE CITY COUNCIL MEETING. DECEMBER 5, 1938. 7:30 P. M. House of Neighborly Service, The P.E.O. Chapter, Session of First Presbyterian Church, American Fourteen petitions Legion Auxiliary, Mexican Church, The Y.W.C.A. filed protesting Council, Parent -Teachers Association, American a dance hall. Legion Post #180 and Laurel Rebekah Lodge No. 186, were filed in protest of the request made by Nick Jere to operate a public dance at his place of business known as "Nick's Cafe". Mayor Arnold summoned Chief of Police Williams Chief of Police and License Collector Paul Smith to appear recommended ' before the Council and make recommendation license be not inasmuch as this matter was referred to them granted. with power to act. Mr. Robinson, Mr. Muehe and Mr. Brumbaugh, a Mr. Muehe present - representative of the Royal Indemnity Company, ed representative appeared before the Council relative to the of Royal Indemnity Public Liability Policy written for the Light Company. and Water Departments. Mr. Robinson verbally approved the policy written by the Royal Indemnity Company. No further action taken. ' Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY OF AZUSA, LOS ANGEM S COUNTY, CALIFORNIA, ADOPTED BY THE CITY COUNCIL RESOLUTION NO. THEREOF FIXING THE AMOUNTS TO BE PAID BY THE 1597 ADOPTED. CITY TO PHYSICIANS AND SURGEONS RENDERING SERVICES AT THE BEHEST OF THE CITY, AND REGULAT- ING SAID MATTERS. Moved by Councilman Owens, seconded by Council- man Malone that this Resolution be adopted as read and numbered Resolution No. 1597, Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. 69, MINUTES OF'THE CITY COUNCIL MEETING. DECMEBER 5, 1938. 7:30 P. M. Mrs. Gibson appeared before the Council stating that she owned the Service Station located on the Northwest corner of San Gabriel Avenue and Foothill Boulevard. The frame house on the ad- joining lot constitutes a fire hazard which prevents her from securing the necessary fire insurance to give her proper protection for the Service Station. Moved by Councilman Malone, seconded by Council- man Owens that the City Clerk be authorized and ' instructed to write Mr. Archer, the owner of the frame building, requesting he take the proper steps to remove this building or repair same and that he confer with the Building Inspector as to ways and means, for the City Council contemplate taking immediate steps to eliminate this fire hazard. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None, Mrs. Gibson requested that fire hazard near her property be removed. City Clerk instruct ed to write Mr. Archer. Moved by Councilman Strohmeier, seconded by Councilman Malone that the purchase of an electric charger for the Fire Department be referred to the Fire Committee to report back. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Owens that the installation of signals on the fire whistle and also an auto- matic control, be referred to the Fire Committee to report back. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. ' Noes: None. Absent: None. City Attorney Miller reported on the matter of the crossing over Pacific Electric tracks on Vernon Avenue. The matter is now before the Railroad Commission and the decision may be received soon. City Attorney Miller also reported on the so called "Wilsford Crossing", stating that the Santa Fe Railroad Company want an expression from the City Council as to when they wish to start work on this project. Purchase of equip- ment for Fire Dept. referred to Fire Committee to re- port back. City Attorney Miller reported on Vernon Avenue crossing and Wilsford Crossing. 70 11 1 71 MINUTES OF THE CITY COUNCIL MEETING. DECEMBER 5, 1938. 7:30 P. M. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, TRANS- FERRING THE SUM OF EIGHT THOUSAND DOLLARS ($8,000.) FROM THE LIGHT FUND TO THE GENERAL FUND. Moved by Councilman Owens, seconded by Council- man Malone that this Resolution be adopted as read and numbered Resolution No, 1598. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier 2 Arnold. Noes: None, Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Malone that the following requisitions be allowed: 218 -219 -220 -221 -222 -223 -224 -225- 226 -227-228-229-230-231-232-233-234-235-236- 237-239-239-240.
