M. 75 The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, City Attorney Tscharner and City Clerk. The minutes of the last regular meeting of December 5, 1938 were written and mailed to each member of the Council and to the City Attorney. Moved by Councilman Jumper, seconded by Council- man Malone that the minutes be approved as written. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None, Absent: None. A communication signed by Cornelius Smith, Secretary of the Azusa Planning Commission recommending that Mrs. Craven be granted per- mission to erect a dance class room, was read. Moved by Councilman Jumper, seconded by Councilman Owens that the Building Inspector be instructed to issue a permit to Mrs. Craven for the erection of the dance class room at 932 Azusa Avenue providing it meets the requirements of the Building Code and conforms to the for- mal application. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. ' Building Inspector for additions, one 1015 Soldano Avenue 1342 Azusa Avenue. Frye presented 2 applications offered by Joe Williams at and one by James Ayon at Moved by Councilman Owens, seconded by Council- man Malone that Mr. Frye be instructed to issue a permit to Pair. Williams for an addition to his residence at 1015 Soldano Avenue and that Mr. Ayon's application be taken up again at the next regular meeting of the Council. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier,'Arnold. Noes: None. Absent: None. Roll call. Minutes approved. Mrs. Craven grant- ed permission to erect dance class room. Two applications presented by Bldg. Inspector. Mr. Williams grant- ed permission to make alteration. Mr. A yon's appli- cation held over. Mr. Craig, local representative for the Shell Mr. Crieg addressed Oil Company, addressed the Council requesting Council. the Shell Oil Company be given some of the City's business during the coming year. Moved by Councilman Strohmeier, seconded by Councilman Malone that the City Clerk be in- structed to request all Oil Companies to submit bids for all or a portion of the City of Azusa's ' supply of gasoline for one year, to be presented to the Council at the regular meeting thereof held January 3, 1939. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. It was thereupon announced by Mayor Arnold that 8:00 o'clock, P. M. of this same day in the regular Council Chambers was the hour, time and place fixed when and where all persons having any objections to the granting of a Franchise to the Southern Counties Gas Company may appear before the Council and be heard. City Clerk instruct ed to request Oil Companies to sub- mit bids. Hearing on South- ern Counties Gas Company Franchise. 76 MINUTES OF THE CITY COUNCIL MEETING. DECEMBER 19, 1938. 7:30 P. M. The City Clerk announced that there were no. written protests filed. No one present offered an -objection or protest. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA GRANTING TO ORDINANCE NO. SOUTHERN COUNTIES GAS COMPANY OF CALIFORNIA A 341 offered. CORPORATION, THE RIGHT, PRIVILEGE AND FRANCHISE TO LAY AND USE PIPES AND APPURTENANCES FOR TRANS- MITTING AND DISTRIBUTING GAS FOR ANY AND ALL PUR- POSES UNDER, ALONG, ACROSS OR UPON THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES, AS TRE SAME NOW OR MAY HEREAFTER EXIST WITHIN SAID MUNICIPALITY. to be placed upon its first reading. Moved by Councilman Strohmeier, seconded by Councilman Owens that the further reading of this Ordinance be waived. Moved by Councilman Owens, seconded by Council- Councilman Malone man Jumper that Councilman Malone act as proxy to act as proxy for the City of Azusa at the annual meeting of for City at Board the Stock holders of the Azusa Citrus Association meetings. and the Azusa Agricultural Water Company. A request to use the Auditorium two nightsa month was presented by the Secretary of the Life Payment Plan Association. Noes: None. Absent: None. A note of appreciation from Mrs. Van Ginkel and her family was read and ordered placed on file. Moved by Councilman Strohmeier, seconded by Councilman Malone that the City Clerk be author- ized and instructed to write the Auditor of the Los Angeles County Road Department requesting the payment of Azusa's allocation for the im- provement of certain streets authorized and appro- ved by the Los Angeles County Board of Super- visors on December 6, 1938. Notification of Liquor License application received from the State Board of Equalizatio n, filed by Emmanuel Cotino and Aimee Cotino, was read. Chief of Police Williams reported that the ' Italian Vista was a desirable place of business and had not caused the Police Department any trouble. No action taken. A letter of appreciation from Wm. Smith was read and ordered placed on file. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, ORDERING A CERTAIN EASEMENT OR RIGHT OF WAY TO LAY, CONSTRUCT, MAINTAIN, OPERATE AND REPAIR PIPE LINE FOR THE CONVEYANCE OF DRAINAGE VIATER, RECORDED. Moved by Councilman Owens, seconded by Council- man Jumper that this Resolution be adopted as read and numbered Resolution No. 1599. RESOLUTION NO. 1599 ADOPTED. A RESOLUTION OF THE AZUSA CITY PLANNING COMMISSION Resolution of passed and adopted on the 5th day of December, 1938 Azusa Planning relative to a new City Zoning Ordinance, vas read. Commission read. Moved by Councilman Owens, seconded man Malone that the recommendations Planning Commission be accepted. Carried by the following vote of the Ayes: Councilmen: Jumper, Malone, Strohmeier, Arnold. Noes: None. Absent: None. by Council - of the Azusa Council: Owens, Moved by Councilman Strohmeier, seconded by Councilman Jumper that the Mayor and City Clerk be authorized to sign an agreement between the City of Azusa and A. E. Williamson, Zoning Consultant. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered an Ordinance entitled: AN ORDINANCE OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REGULATING THE FIRE DEPART- MENT OF SAID CITY AND REPEALING ALL INCONSISTENT PROVISIONS OF PRIOR ORDINANCES. to be placed upon its second reading. This Ordinance was then read. Moved by Councilman Owens, seconded by Council- man Strohmeier that this Ordinance be adopted as read and numbered Ordinance No. 340. Moved by Councilman Owens, seconded by Council- man Strohmeier that the City Clerk be instructed to write the Seagrave people explaining that the front end of the new fire truck has not been satisfactorly repaired and the Fire Chief learn- ed the only way to eliminate the trouble is to install a complete new set of springs. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Fire Chief Rogers reported that gasoline was being stored, by individuals, in larger quantities than permissable under State law. Moved and carried that the matter be referred to the Chairman of the Police and Fire Committee and City Attorney to work out with the Fire Underwriters. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Moved by Councilman Malone, seconded by Council- man Jumper that the following bills be allowed and warrants ordered drawn upon the Treasury for the same.
