A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA WAIVING FORMAL SEALED BIDDING AND AWARDING
PURCHASE OF A HEAT RETAINING INSULATED SWIMMING
POOL COVER SYSTEM WITH STORAGE REELS TO THE
LINCOLN EQUIPMENT COMPANY, BREA, CALIFORNIA.
WHEREAS, Section 2.68.020 of the Azusa Municipal Code requires City purchases over the amount of $5,000
to be awarded to the lowest responsible bidder after notice, and
WHEREAS, Section 2.68.010 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding
procedures upon finding that the public welfare would be promoted by dispensing with them, and
WHEREAS, the City has an urgent need to purchase a heat retaining insulated swimming pool cover system
with storage reels, for the new Aquatics Center at Slauson Park, and
WHEREAS, a commercial grade pool cover system is an economical necessity as it will save the City money
while maintaining the pools water temperature at a comfortable level, and
WHEREAS, under our current ten week program a pool cover system will pay for itself in five seasons while
providing a substantial savings over the eight to ten year life of the cover, and
WHEREAS, in researching pool covers we found only two major manufactures of commercial grade pool cover
systems, both with proven track records: Universal Filtration Inc., Alhambra, California and McBall Industries, Oakland,
California., and
WHEREAS, staff solicited formal written quotations from three suppliers of the two manufactures.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS:
Section 1. That formal "sealed" bids for the purchase and installation of a insulated swimming pool cover
would be impracticable, useless and uneconomical and that the public welfare would be promoted by dispensing
with them, and
Section 2. That the formal "sealed" bidding process is waived, and
Section 3. That the purchase of a heat retaining insulated swimming pool cover system with storage reels
for use at Slauson Pool by the Community Services Department shall be awarded to the Lincoln Equipment
Company, Brea, California in the amount of $16,434.33 including tax, delivery, etc., and
Section 4. That the Purchasing Officer is authorized to sign the various documents that are necessary to
effectuate this procurement and its installation.
