RESOLUTION NO. 95-C20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA WAIVING FORMAL SEALED BIDDING AND
AUTHORIZING THE PURCHASING OFFICER TO SOLICIT
WRITTEN QUOTES ON A TURN -AROUND BASIS AND TO
ACCEPT THE ONE MOST FAVORABLE TO THE CITY
WHEREAS, Section 2.68.020 of the Azusa Municipal Code requires City purchases over the
amount of $5,000 to be awarded to the lowest responsible bidder after notice, and
WHEREAS, Section 2.68.010 of the Azusa Municipal Code allows the City Council to waive
formal sealed bidding procedures upon finding that the public welfare would be promoted by
dispensing with them, and
WHEREAS, the City has an urgent need to obtain the services of a contractor to trench across
Dalton Avenue, install two conduits which will carry fiber-optic and/or wire cable to connect the
Senior Center with City Hall, the Library, Light and Water and Police Departments to enable
telephonic and data communications among these facilities, and restore the street surface and
landscaping, and
WHEREAS, by soliciting written quotes on a tum -around basis from its list of known suppliers, and
by accepting the most favorable quotation, and meticulously following this approach, the City will
have clearly complied with the intent of Section 2.68.010 of the Azusa Municipal Code, even though
formal "sealed" bids will not have been solicited.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
FIND AS FOLLOWS:
Section 1. That formal "sealed" bids for the services of a contractor to install conduit
underneath Dalton Avenue would be impracticable, useless and uneconomical and
that the public welfare would be promoted by dispensing with them, and
Section 2. That the formal "sealed" bidding process is waived, and
Section 3. That the Purchasing Officer is authorized to solicit written quotations on
a turn -around basis from his list of known vendors, and
Section 4. That the Purchasing Officer is authorized to accept the quotation that is the most
favorable to the City, and
Section 5. That the Purchasing Officer is directed to place a synopsis of the results on the
City Council Agenda for Council confirmation.
PASSED, APPROVED AND ADOPTED THIS 21stDAY OF February 1995.

I HEREBY CERTIFY that the foregoing Resolution No. 95—C20 was duly adopted by the
City Council of the City of Azusa, at a regular meeting thereof, held on the 21st day of
February , 1995, by the following vote of the Council.
