HomeMy WebLinkAboutResolution No. 95-C2C RESOLUTION NO. 95-C 95-C2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AWARDING INSTALLATION OF TELECOMMUNICATIONS CABLING & OVERHEAD PAGING SYSTEMS FOR THE LIGHT & WATER ADMINISTRATIVE FACILITY TO THE AMERICAN TELEPHONE & TELEGRAPH COMPANY WHEREAS, Section 2.68.020 of the Azusa Municipal Code requires City purchases over the amount of $5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2.68.010 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS, the City has an urgent need to purchase and install new telecommunications cabling & overhead paging systems, which is a very complex purchase that involved a request for proposals, a construction site walk-through and detailed negotiations, and WHEREAS, although the City has meticulously followed this prescribed approach, having received no qualified "sealed" bids and having found it necessary to solicit informal "unsealed" quotations, the City has nevertheless clearly complied with the intent of Section 2.68.010 of the Azusa Municipal Code, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That formal "sealed" bids for the purchase and installation of new telecommunications cabling & overhead paging systems for the Light & Water administrative facility would be impracticable, useless and uneconomical and that the public welfare would be promoted by dispensing with them, and Section 2. That the formal "sealed" bidding process is waived, and Section 3. That the purchase and installation of new telecommunications cabling & overhead paging systems for the Light & Water administrative facility shall be awarded to the American Telephone and Telegraph Company in the amount of $52,970.00 plus applicable taxes, delivery charges and minor additions and deletions that may arise in the course of the installation, and Section 4. That the Purchasing Officer is authorized to sign the various documents that are necessary to effectuate this procurement and installation.
