HomeMy WebLinkAboutMinutes - March 6, 1939 - CC135 CITY HALL, AZUSA, CALIFORNIA. MARCH 62 1939. 7:30 P. M. The City Council of the City of Azusa met in regular session at the above time and place. Present at roll call: Councilmen: Jumper, Roll call. Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. The minutes of the last regular meeting of Minutes approved. February 20 and the adjourned meeting of February 210 1939 were written and mailed to each member of the City Council and the City Attorney. ' Moved and carried that the minutes be approved as written. A communication from John R. Colton, Engineer for the Board of Fire Underwriters was read and ordered placed on file. Moved and carried that F. P. Cokely's request to use the Auditorium be granted. A communication signed by Cornelius Smith, Secretary of Azusa City Planning Commission relative to permit being granted the Liquid Plant Food Company to erect a plant on Irwin- dale Avenue, just outside Azusa City Limits, was read. Moved by Councilman Strohmeier, seconded by Councilman Malone that this matter be referred to Councilman Owens who is also a member of the Planning Commission and Paul Smith, Collector of City Licenses, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, ' Strohmeier, Arnold. Noes: None, Absent: None. A communication addressed to the City Clerk and signed by J. R. Cornwell, Branch Manager for the State Compensation Insurance Fund, stating that the compensation liability of the City toward any city employee, regardless of where they may be working, is covered under the compensation policy issued to the City by the State Fund, was read. Moved and carried that a copy of this letter be made for the Chief of Police and Chief of Fire Department. A resolution, relative to the Santa Fe Trans- portation Company, was discussed and tabled until a later date. Councilman Strohmeier, offered a Resolution entitled: A RESOLUTION OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING HIGMVAY EASEMENT ' FROM PACIFIC ELECTRIC LAND COMPANY DATED APRIL 122 1937, AND AUTHORIZING SAME TO BE RECORDED. Moved by Councilman Strohmeier, seconded by Councilman Owens that this Resolution be adopt- ed as read and numbered Resolution No. 1603. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strobmeier, Arnold. Noes: None. Absent: None. Communication ordered placed on file. Request to use Auditorium granted. Liquid Plant Food Company request to erect a plant near Irwindale Avenue, referred to Councilman Owens and Paul Smith. Communication from J. R. Cornwell read. MARCH 6, 1939, Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING HIGHWAY EASEMENT FROM PACIFIC ELECTRIC RAILWAY COMPANY DATED FEBRUARY 7, 19399 AND AUTHORIZING SAME TO BE RECORDED., Moved by Councilman Strohmeier, seconded by Councilman Jumper that this Resolution be adopt- ed as read and numbered Resolution No. 1604. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmei'er, Arnold. Noes: None. Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Malone that the Mayor and City Clerk be authorized and instructed to sign easements between the City of Azusa, the Pacific Electric Land Company and the Pacific Electric Railway Company. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. 7:30 P. M. Moved by Councilman Strohmeier, seconded by Councilman Malone and duly carried that the matter of a reduction, if possible, in City electrical rates be referred to the Chairman of Finance Committee and the Auditor to report back at the next regular meeting of the Council. The matter of Stop Signs was discussed and no ' action taken. It was unanimously agreed the Mayor write the Los Angeles Flood Control District relative to the statement submitted by the City for work done on Little Dalton Wash. Fred Frye, Building Inspector, addressed the Council relative to the condition of the Frank Streshly property, located on Azusa Avenue,_ after the fire which occured last week, stating the Los Angeles County Health Department had con- demned the property before the fire and made suggestions for improvements which were not com- plied with. He also stated that he had condemned the property and refused to reconnect water and lights, also offered Mr. Streshly the privilege of re -building a fire proof building or tearing down the remaining structure and leaving the lot in a neat and orderely condition. He also stated the same proposition had been offered Mrs. Pierce, the owner of the adjoining building. Virgil Smith addressed the Council relative to the wiring for an electric range at 1029 Azusa ' Avenue, recommending that the Council allow $35.00 for this installation. It was unanimously agreed this amount be allowed. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the matter of repairing the magnetic switch in the Fire Hall be referred to the Fire and Purchasing Committees with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. 137 RESOLUTION NO. 1604 adopted. Mayor and City Clerk authorized to sign easements. Reduction in electrical rates referred to Coun- cilman Jumper. Mayor authorized to write Los Angeles County Flood Control.. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the City Clerk be authorized and instructed to advertise for bids on fence, gates and posts of superior grade similar to that used by State and County for use on the following City Projects: Pump #3 - Swimming Pool - W.P.A. Tennis Court Project - Warehouse, Sub Station and Storage Yard - Reservoir - Pump #1. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, ' Strohmeier, Arnold. Noes: None, Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the City Engineer and Street Superintendent be instructed to draw up requirements for the Bid and the Street Super- intendent to furnish any further information after publication thereof. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None, Absent: None. Moved by Councilman Strohmeier, seconded by Councilman Jumper that the City Clerk be Instructed to advertise for bids on Pre -Mix, according to City Engineer's specifications, delivered in Azusa, spread by truck, material to be supplied for a three months period. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None.
