Present at roll call: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold, City Attorney and City Clerk. The minutes of the last regular meeting of March 6, 1939 were written and copies of same mailed to each member of the City Council and the City Attorney. Moved and carried that the minutes be approved as written. A card expressing the appreciation of the Charles Morgan family was read and ordered placed on file. A communication from the Pacific Rock and Gravel Company relative to prices on concrete was read and ordered placed on file. 7:30 P. M. A request, made by the Publicity Committee of the Palm Springs Bathing Beauty Contest, was read. Moved by Councilman Owens, seconded by Council- man Strohmeier that the City Clerk be instructed to write said Committee ranting permission to use the name "Miss Azusa for one of the con- testants. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strobmeier, Arnold. Noes: None. Absent: None. It was unanimously agreed to grant the use of the Auditorium to Mr. F. P. Cokely on April 11, 1939. A letter, signed by Supervisor W. A. Smith, relative to Assembly Bill 2059 and Senate Bill 999, was read. A letter, signed by Richard Graves, Executive Secretary for the League of California Munici- palities, relative to Assembly Bill 2059 and Senate Bill 999, was read. It was unanimously agreed to take both letters under advisement and discuss this subject at the next regular meeting. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE CITY ATTORNEY TO REPRESENT SAID CITY AT HEARING BEFORE RAILROAD COMMISSION OF THE STATE OF CALIFORNIA. Moved by Councilman Strohmeier, seconded by ' Councilman Owens that this Resolution be adopted as read and numbered Resolution No. 1605. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. Councilman Strohmeier offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING APPLICATION FOR A WORKS PROGRESS ADMINISTRATION PROJECT PROPOSAL AND SPONSORIS AGREEMENT FOR THE CONSTRUCTION OF WATER MAINS, FIRE HYDRANTS, AND OTHER APPURTENANCES UPON CERTAIN PORTIONS OF FIFTH STREET AND SIXTH STREET WITHIN SAID CITY OF AZUSA. Roll call. 143 Minutes approved. Communications ordered placed on file. Palm Springs Pub- licity Committee granted permi sior to use name "Miss Azusa". `. Use of Auditorium granted. Assembly Bil and Senate Bill to be discussed later. RESOLUTION NO. 1605 ADOPTED. RESOLUTION NO. 1606 ADOPTED. J MINUTES OF THE CITY COUNCIL. MARCH 20, 1939. Moved by Councilman Strohmeier, seconded by Councilman Owens that this Resolution be adopted as read and numbered Resolution No. 1606. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None. Absent: None. It was unanimously agreed that Mayor Arnold declare the first week in the month of April as "Clean Up Week" and to urge all Azusa residents to clear vacant lots, placing cans, cuttings, etc. in a convenient place so that the Street Department can pick up and haul away all unsightly rubbish. A communication from the Planning Commission recommending certain planting and beautification of the Civic Center Park, was read. Moved by Councilman Strohmeier, seconded by Councilman Jumper that this matter be referred to the Chairman of City Beautification and Chairman of the Purchasing Committee, with power to act. Carried by the following vote of the Council: Ayes: Councilmen: Jumper, Malone, Owens, Strohmeier, Arnold. Noes: None, Absent: None. It was unanimously agreed that the following business men be granted the City business for the month of April: Doctor - Dr. Hankins First Aid, Etc. - Richter's Drug Store Garage - Kort H. Meier Garage Grease Jobs - Richfield Station (Pettyjohn) Hardware - Spriggs Brothers Hardware Lumber - Williams Lumber,Yard Paint - E. M. Templeman Restaurant - Benniels Lunch Tires - C. H. The Clerk announced that she had received two bids in answer to Notice Calling for Bids . for fencing materials. Moved by Councilman Strohmeier, seconded by Councilman Owens that the bids be now opened, examined and publicly declared. Robinson, City Auditor, compared City Ordinance Councilman No. 328 and the latest Rate Schedule of the Jumper reported Southern California Edison Company, dated on Energy rates. January 1, 1939 and found they are identical with the exception of one Bracket where a con- sumer owns both range and water heater the rate of 1 cent for the Southern California Edison Company, to the City of Azusa's rate of 12 cents. If this rate weremade to agree with that of the Edison Company it would mean a loss of $10.00 per year to the City of Azusa. If the suggested change in rate from 5.3 cents to 5 cents were made for General Consumers there would be an estimated annual loss to the City of Azusa of $1800 and a saving to the individual consumers of from 10 to 15 cents per month. Councilman Jumper stated that he could see no reason for making this change and would not recommend it at this time.
